L’article propose des pistes d’explications quant à la variation des effets produits par la pénurie de main-d’oeuvre et les stratégies d’adaptation patronale sur le pouvoir de négociation syndical. Pour ce faire, un nouveau modèle conceptuel du pouvoir de négociation est proposé. Se situant à l’intersection entre le « power to » et le « power over », il combine donc à la fois la capacité des syndicats à construire des stratégies collectives et à utiliser leurs ressources (power to) et celle d’exercer une influence déterminante sur l’autre partie pour générer des résultats qui leur sont bénéfiques (power over). Cherchant à éviter le déterminisme souvent associé au « power over », le présent modèle propose l’intégration d’éléments propres au processus de négociation, reconnaissant ainsi l’importance des stratégies des acteurs. À l’aide d’entretiens auprès de négociateurs syndicaux d’expérience, cet article mobilise le contexte de pénurie de main-d’oeuvre pour démontrer qu’un même phénomène peut produire des effets différenciés en fonction des stratégies patronales déployées en affectant à la fois la qualité des leviers stratégiques, les défis posés aux syndicats sur leur capacité organisationnelle et la nature et la vigueur des résistances patronales en négociation. Au surplus, le modèle théorique présenté permet un dialogue rehaussé entre la littérature focalisant sur la capacité d’agir des syndicats et celle focalisant sur les stratégies et le processus de négociation tout en fournissant un cadre analytique aux praticiens des relations du travail dans la compréhension des effets de changements environnementaux sur leur pouvoir de négociation.

Abstract
The article suggests possible explanations for the variation in the effects of labour shortages on union bargaining power. To this end, a new conceptual model centred on the effectiveness of power is proposed, which lies at the intersection between ‘power to’ and ‘power over’: it therefore combines both the unions' ability to construct collective strategies and use their resources (power to) and their ability to exert a decisive influence on the other party to generate results that are beneficial to them (power over). In an attempt to avoid the determinism often associated with ‘power over’, this model proposes the integration of elements specific to the negotiation process, thus recognising the importance of actors' strategies. By means of interviews with experienced union negotiators, this article demonstrates that the same phenomenon, in this case the labour shortage, produces differentiated effects depending on the subjects of negotiation and the strategies deployed by the players, by affecting both the quality of the strategic leverages, the challenges posed to the unions' organizational capacity and the nature and strength of the employer resistance in negotiation. Furthermore, this theoretical model facilitates an enhanced dialogue between literature focusing on the unions' agentivity and that focused on negotiation strategies and processes, while providing an analytical framework for labor relations practitioners to understand the effects of environmental changes on their bargaining power.
