Cet article présente l’histoire du Domaine d’Occident dans les colonies américaines de la France réunies au domaine de la Couronne en 1674. Il permet d’apprécier les différentes formes d’exploitation qu’adopte cette organisation entre 1674 et 1790. D’abord agent domanial, la ferme du Domaine d’Occident adapte ses modes opératoires aux traites locales, répond aux défis de l’Exclusif, mais aussi aux objectifs de gestion publique. Son activité se déploie d’emblée des deux côtés de l’Atlantique, mais elle devient à la fin de l’Ancien Régime un agent fiscal à part entière côté métropolitain, là où se concentre le commerce de réexportation. Tout en s’appuyant sur les notions fondamentales mises en exergue par les historiens de l’entreprise impériale, l’article définit les contours de l’exploitation fiscale, notion jusqu’ici peu abordée et pourtant contenue dans cette entreprise.
Abstract
This article presents the history of the Domaine d’Occident in France’s American possessions that became royal colonies as of 1674. It examines the different forms of exploitation adopted by this organization between 1674 and 1790. Initially a state agent, the Ferme du Domaine d’Occident adapted its operating methods to local practices, responding to the challenges of the Exclusif, but also to public management objectives. Its activity was immediately spread out on both sides of the Atlantic, but at the end of the Ancien Régime, it became a full-fledged tax agent on the metropolitan side, where the re-export trade was concentrated. Drawing on the fundamental concepts highlighted by imperial historians, this article outlines the contours of fiscal exploitation, a concept little discussed so far, despite its pertinence in this context.
