La recherche porte sur la situation des proches des victimes assassinées à l’extérieur du territoire québécois. La réforme du régime québécois d’indemnisation des victimes d’actes criminels homologuée en 2021 permet, pour la première fois, la reconnaissance des personnes ayant subi une infraction criminelle hors Québec. Si cette orientation se présente comme une réponse satisfaisante aux revendications sociales et associatives des dernières années, il devient prégnant qu’une attention scientifique soit portée à l’égard de cette forme de victimisation bien singulière. Cet article fait état des principaux résultats empiriques qui se dégagent des discours de dix proches de personnes assassinées hors Québec rencontrés grâce à un partenariat avec l’Association des familles de personnes assassinées ou disparues (AFPAD), un organisme sans but lucratif dont la mission principale est de défendre les droits et de briser l’isolement vécu par les familles des victimes à travers le Québec. Les analyses ont révélé trois ondes d’amplitude de la victimisation des proches (Beaulieu, 2023a), dépassant les conséquences de victimisations communes à l’ensemble des proches de victimes d’homicide identifiées jusqu’ici dans la littérature. Cette étude contribue à l’avancement des connaissances sur le vécu des proches de victimes d’homicide, ainsi que sur la victimisation en contexte de mobilité internationale, en mettant en lumière les dimensions particulières et complexes de la victimisation extraterritoriale. Elle offre un cadre inédit pour mieux comprendre et soutenir ces proches, tout en démontrant que le contexte géographique du crime peut exercer une influence déterminante sur le parcours victimologique.

Abstract
This study focuses on the relatives of victims murdered outside Quebec territory. Approved in 2021, the reform of Quebec’s compensation scheme for victims of crime allows, for the first time, the recognition of individuals who have been victims of a criminal offense outside Quebec. While this change appears to represent a satisfactory response to the social demands of recent years, it has become clear that scientific attention on this very specific form of victimization is required. This article thus reports on the main empirical findings emerging from interviews conducted with ten relatives of individuals murdered outside Quebec. These interviews were undertaken via a partnership with the Association des Familles de Personnes Assassinées ou Disparues (Association of Families of Murdered or Missing Persons - AFPAD), a non-profit organization whose main mission is to defend the rights of, and overcome the isolation experienced by victims’ families across Quebec. The analyses revealed three waves of victimization among the relatives (Beaulieu, 2023a), exceeding the consequences of victimization common to all relatives of homicide victims previously identified in this field’s literature. This study thus contributes to advancing knowledge about the experiences of relatives of homicide victims, as well as the phenomenon of victimization in the context of international mobility by highlighting the specific and complex dimensions of extraterritorial victimization. It offers a unique framework for better understanding and supporting these relatives, while demonstrating that the geographical context of a crime can have a decisive influence on the victimological journey.

Resumen
La investigación se centra en la situación de los familiares de víctimas asesinadas fuera del territorio de Quebec. La reforma del régimen quebequense de indemnización a víctimas de actos criminales, homologada en 2021, permite por primera vez el reconocimiento de las personas que han sufrido un delito criminal fuera de Quebec. Si bien esta medida se presenta como una respuesta satisfactoria a las demandas sociales y asociativas de los últimos años, se hace urgente prestar atención científica a esta forma tan particular de victimización. Este artículo presenta los principales resultados empíricos derivados de los discursos de diez familiares de personas asesinadas fuera de Quebec, entrevistados gracias a una colaboración con la Asociación de Familias de Personas Asesinadas o Desaparecidas (AFPAD), una organización sin fines de lucro cuya misión principal es defender los derechos y romper el aislamiento vivido por las familias de las víctimas en todo Quebec. Los análisis revelaron tres ondas de amplitud de la victimización de los familiares (Beaulieu, 2023a), superando las consecuencias de las victimizaciones comunes a todos los familiares de víctimas de homicidio identificadas hasta ahora en la literatura. Este estudio contribuye al avance del conocimiento sobre la experiencia de los familiares de víctimas de homicidio, así como sobre la victimización en un contexto de movilidad internacional, al poner de relieve las dimensiones particulares y complejas de la victimización extraterritorial. Ofrece un marco inédito para entender de mejor manera y apoyar a los familiares, al mismo tiempo que demuestra que el contexto geográfico del crimen puede ejercer una influencia determinante en el proceso victimológico.
