Abstract
Over the last years the EU has taken a more unilateral approach in linking sustainable development to trade by adopting legislation that affects the sustainable production and trade of products within and beyond its internal market. One of these laws is the EU Deforestation Regulation (EUDR). By many, the adoption of the EUDR has been hailed as a successful linkage between sustainability and trade, and an important step in countering deforestation. Others, however, have criticized the policy making process and the limited possibilities it offered to engage with certain stakeholders and their concerns. Drawing on various theories of the policy process, this article sheds light on processes of exclusion and inclusion during the policymaking process of the EUDR. We show that political opportunity structures mediate the impact of stakeholder mobilization, with their institutional dimensions affecting access to policymakers and their discursive dimensions influencing policymakers' receptiveness to different arguments. We show how exclusion instead of inclusion contributed to stronger or more developed environment-trade linkage in the case of the EUDR.

Au cours des dernières années, l'UE a adopté une approche plus unilatérale pour lier le développement durable au commerce en adoptant une législation qui affecte la production et le commerce durables des produits au sein et au-delà de son marché intérieur. L'une de ces lois est le règlement de l'UE sur la déforestation (EUDR). L'adoption de l'EUDR a été saluée par beaucoup comme un lien réussi entre la durabilité et le commerce, et comme une étape importante dans la lutte contre la déforestation. D'autres, cependant, ont critiqué le processus d'élaboration des politiques et les possibilités limitées qu'il offrait de dialoguer avec certaines parties prenantes et de répondre à leurs préoccupations. S'appuyant sur diverses théories du processus politique, cet article met en lumière les processus d'exclusion et d'inclusion au cours du processus d'élaboration de l'EUDR. Nous montrons que les structures d'opportunité politique modèrent l'impact de la mobilisation des parties prenantes, leurs dimensions institutionnelles affectant l'accès aux décideurs politiques et leurs dimensions discursives influençant la réceptivité des décideurs politiques à différents arguments. Nous montrons comment l'exclusion, plutôt que l'inclusion, a contribué à renforcer ou à développer les liens entre l'environnement et le commerce dans le cas de l'EUDR.
