La gouvernance dans le tourisme autochtone concerne plusieurs acteurs situés dans plusieurs territoires et à différentes échelles : supranationale, nationale, infranationale et locale. Par contre, cette gouvernance fait preuve de plusieurs inégalités quant à la distribution du pouvoir. Cette étude vise donc à comprendre la multiscalarité de la gouvernance dans le tourisme autochtone selon les particularités et les relations du pouvoir que maintiennent les autochtones entre eux et/ou avec les acteurs des autres territoires. Nous prenons comme cas d’étude particulier la ville autochtone de Siwa, en Égypte. Nous y avons mené des entrevues semi-dirigées avec dix-huit participants. Les propos recueillis lors de ces rencontres révèlent que la gouvernance du tourisme à Siwa est multiscalaire. Conséquemment, nous proposons un modèle de gouvernance multiscalaire du tourisme autochtone qui pourrait s’appliquer à Siwa ainsi qu’à d’autres territoires dont les contextes politique et socioculturel ressemblent au cas siwien.

Abstract
Governance in indigenous tourism concerns several actors located in multiple territories and at different scales: supranational, national, subnational, and local. Nevertheless, this governance shows several inequalities in the distribution of power. This article therefore aims to understand the multiscalarity of governance in indigenous tourism according to the peculiarities and power relations that indigenous people maintain among themselves and/or with actors from other territories. We take as a special case study the indigenous town of Siwa, Egypt. We conducted semi-structured interviews with eighteen participants. The comments gathered during these meetings reveal that the governance of tourism in Siwa is multiscale. Consequently, we propose a model of multi-scalar governance of indigenous tourism that could be applied to Siwa as well as other territories with similar political and sociocultural contexts.

- Comme suite à notre étude, nous considérons que la théorie de la
gouvernance multiscalaire devrait être étudiée davantage comme une théorie explicative
de la gouvernance en tourisme autochtone. Le modèle que nous proposons pourrait servir à
mieux comprendre la multiscalarité du territoire et du pouvoir qui caractérise souvent
la gouvernance dans les destinations touristiques autochtones. Nous estimons que ce
modèle de gouvernance multiscalaire pourrait s’appliquer à Siwa, ainsi qu’à d’autres
territoires autochtones dont les contextes politique et socioculturel ressemblent au cas
