Afin de contribuer à la quête d’outils de gestion des risques pour faire face au fléau des maladies chroniques, la présente étude propose une exploration des programmes d’incitatifs financiers conditionnels. Ces programmes s’adressent généralement à des populations défavorisées au plan socioéconomique, à qui une somme d’argent est remise en contrepartie de certains comportements adoptés. Dans un exercice de transposition des principes sous-jacents à ces programmes au contexte de la lutte contre les maladies chroniques, nous discutons des effets potentiels qui pourraient en découler, tels que la stigmatisation des personnes défavorisées.
Abstract
With a view to examining certain risk management tools as a means of contending with the growing chronic illness epidemic, this paper explores the practicality of having recourse to a system of conditional cash transfers. These programs are generally aimed at socioeconomically disadvantaged populations by providing a financial incentive to adopt or modify certain behaviors. However, by adapting certain key elements of this type of program to combating chronic diseases, the writer points out certain negative effects such as the stigmatization of disadvantaged populations.
