Résumé
Dans cet article, nous avons tenté de comprendre l’évolution de la gestion stratégique des ressources humaines dans les petites et moyennes entreprises en France. Le but de cette recherche est double. Premièrement, nous avons répondu aux appels de plusieurs auteurs demandant de multiplier les études de la GRH dans les PME. Deuxièmement, nous avons essayé d’enrichir nos connaissances de la GSRH dans un autre contexte que celui de l’Amérique du Nord ou celui des grandes entreprises. Cette recherche est basée sur une analyse dynamique à partir de données longitudinales de 388 PME françaises sur la période 1998-2005. Les résultats montrent une progression des pratiques stratégiques RH et un recul des pratiques administratives RH. Ce résultat est important puisqu’il démontre que les PME peuvent également adopter des pratiques flexibles en termes de GRH.

Abstract
In the present study, we attempt to understand the position of strategic human resources management in the small and medium-sized enterprises (SME) in France. The aim of this research is double. Firstly, to respond to the calls of several authors to multiply HRM studies in SMEs. Secondly, to enrich our knowledge about SHRM in another context than North America or large companies, most often studied. This research took the form of a dynamic analysis based on longitudinal data of 388 French SMEs. The results show a progression of strategic HRM practices and a regression of administrative HRM practices. This important result shows that SME can also adopt flexible HRM practices.
Resumen
En este artículo hemos tratado de entender la evolución de la gestión estratégica de recursos humanos en las pequeñas y medianas empresas (PyMEs) en Francia. La meta de esta investigación es doble. En primer lugar, respondimos a las llamadas de varios autores quienes piden más estudios sobre la gestión de recursos humanos en las PyMEs. En segundo lugar, tratamos de enriquecer nuestro conocimiento de la GSRH en un contexto diferente del de América del Norte y del de las grandes empresas. Esta investigación se basa en un análisis dinámico basado en datos longitudinales de 388 PyMEs francesas en 1998-2005. Los resultados muestran un aumento de las prácticas de recursos humanos estratégicas y una disminución de las prácticas de recursos humanos administrativas. Este resultado es importante porque muestra que las PyMEs también pueden adoptar prácticas flexibles en términos de gestión de recursos humanos.
Zusammenfassung
In diesem Artikel wurde versucht, die Entwicklung des strategischen Managements im Bereich Humanressourcen von kleinen und mittleren Unternehmen in Frankreich zu verstehen. Hierbei wurden zwei Ziele verfolgt : Erstens, wurde auf die Anfrage von mehreren Forschern geantwortet, die weitere Studien im Bereich Personalmanagement für KMU fordern. Zweitens, wurde versucht, das Wissen hinsichtlich des strategischen Personalmanagements ausserhalb des nordamerikanischen Kontextes resp. ausserhalb der grossen Unternehmen zu bereichern. Die Untersuchung basiert auf einer dynamischen Längsschnittstudie mit Daten von 388 französischen KMU, die im Zeitraum von 1998-2005 erhoben wurden. Es konnte festgehalten werden, dass das Personalmanagement vermehrt strategisch angewandt wird und ein Rückgang des verwaltungsorientierten Personalmanagements zu verzeichnen ist. Dieses Ergebnis ist wichtig, weil es aufzeigt, dass KMU auch flexible Praktiken in Bezug auf das Personalmanagement annehmen können.
