Automated Myth and the Postsocialist Digital State: The Imperial Trick of the Kratt AI Initiative in Estonia

Abstract

This article examines Estonia’s Kratt AI initiative as a model for automating government services with AI systems. Responding to the state’s naming of these systems after the kratt—a mythic servant that turns on its master when left idle—the article advances the concept of “automated myth”: folklore embedded in AI to naturalize links between technological progress and liberal democracy. In Estonia, this myth performs an imperial trick, indigenizing technofutures as national heritage while obscuring the imperiality of Silicon Valley capitalism that has shaped postsocialist transformations of the e-republic. It shows how policy branding and interfaces shape the cultural and political landscapes of AI governance.

Cet article examine l’initiative estonienne Kratt AI comme modèle d’automatisation des services publics au moyen de systèmes d’IA. En baptisant ces systèmes du nom du kratt—serviteur mythique infatigable qui se retourne contre son maître lorsqu’il est laissé inactif—l’article propose le concept de « mythe automatisé » : un folklore opérationnalisé dans l’IA qui naturalise l’association du progrès technologique et de la démocratie libérale. En Estonie, ce mythe automatisé opère un tour de passe-passe impérial, en enracinant des technofuturs dans l’héritage national tout en occultant l’impérialité du capitalisme de la Silicon Valley, moteur des transformations postsocialistes de l’« e-république ». Il montre comment le branding politique et les interfaces façonnent les paysages culturels et politiques de la gouvernance de l’IA.
