Résumé
Communément désignée par l’expression gender backlash, la crise du régime multilatéral des droits des femmes à l’ONU se manifeste à la fois sur les registres normatif et opérationnel. La polarisation des débats, la dévitalisation de l’activité normative de l’Organisation, ainsi que l’effectivité limitée des politiques conduites par ses États membres et par son propre Secrétariat, affectent la centralité de l’ONU sur le sujet. Face à la menace d’une régression des droits, le Forum Génération Égalité (FGE), qui réunit en juillet 2021 États, agences onusiennes, acteurs privés et organisations de la société civile, est un dispositif visant à contourner partiellement les instances onusiennes pour devenir un levier de revitalisation du régime multilatéral des droits des femmes. En publicisant les engagements pris dans ce domaine, il cherche à permettre à ses participants – étatiques et non étatiques – de faire valoir leur implication en faveur de l’égalité femmes-hommes tout en évitant une régression éventuelle de l’architecture normative de cette dernière. Au-delà des ambitions affichées par ses promoteurs, l’objet de cet article consistera à souligner en quoi la position ambiguë du FGE, entre espaces inter-gouvernementaux et extra-onusiens, permet à l’agence onusienne sur l’égalité des sexes (ONU Femmes) d’asseoir son autorité, mais non sans affecter la fonctionnalité et la centralité plus générales du système des Nations Unies.

Abstract
Commonly referred to as “gender backlash”, the crisis of the multilateral women’s rights regime at the UN manifests itself on both the normative and operational levels. The polarization of debates, the devitalization of the Organization’s normative activity, and the limited effectiveness of the policies pursued by its Member States and its own Secretariat, are all affecting the centrality of the UN on the subject. Faced with the threat of a regression in rights, the Generation Equality Forum, which in July 2021 brought together States, UN agencies, private actors and civil society organizations, is therefore conceived as a means of using the partial bypassing of UN bodies as a lever for revitalizing the multilateral women’s rights regime. By publicizing the commitments made on the subject, it aims to enable its participants – both state and non-state – to demonstrate their commitment to gender equality, while avoiding any possible regression in the normative architecture of women’s rights. Beyond its promoters’ stated ambitions, the aim of this article is to highlight how the Forum’s ambiguous position, between inter-governmental and extra-UN spaces, enables the UN agency on gender equality (UN Women) to establish its authority, but not without affecting the more general functionality and centrality of the UN system.
