Les petits États insulaires en voie de développement (PEID) sont collectivement devenus un acteur important des négociations climatiques grâce à l’Alliance des petits États insulaires (AOSIS). Afin de représenter au mieux leurs intérêts régionaux au sein de l’AOSIS, les PEID des Caraïbes et ceux du Pacifique se coordonnent au niveau régional. Une telle approche fait défaut dans l’océan Indien. Comment expliquer cette absence ? Nous étudions cette question en examinant quatre éléments essentiels pour la formation d’une coalition : le besoin d’une approche collective ; les intérêts partagés ; une identité commune ; et les coûts de la coordination. Notre analyse met de l’avant la grande diversité de la région et l’absence d’une identité « indianocéanienne », mais surtout l’absence d’une organisation régionale qui pourrait faciliter la coordination régionale au sein des négociations climatiques.

Abstract
Small island developing states (SIDS) have collectively become a key actor in global climate negotiations, through the Alliance of Small Island States (AOSIS). In order to represent their regional interests within AOSIS, the Pacific and Caribbean SIDS collaborate regionally. Such a regional approach does not exist in the Indian Ocean. How can we make sense of this non-coordination in the Indian Ocean? We address this question by studying four elements of coalition formation: the need for a collective approach; shared interests; a common identity; and the costs of coordination. Our analysis highlights the large diversity within the Indian Ocean and the lack of a common identity, but also and importantly the lack of a suitable regional organisation that could facilitate regional coordination within the climate negotiations.
