Résumé
L’océan Indien, porte d’accès à l’énergie et voie essentielle du transport maritime international, a toujours été important pour la Chine. Avec le projet Route maritime de la soie, il se positionne comme l’incubateur d’une nouvelle conception chinoise de la puissance maritime. Cette vision à dominante géoéconomique et le concept de « connectivité maritime » qui la sous-tend ne se traduisent pas par le développement de partenariats et de coopérations avec les États littoraux, car elle se heurte à un système maritime anarchique, dominé par des visions traditionnelles de la sécurité et des rivalités de puissances. Dans ce contexte compétitif, l’approche chinoise se cantonne à un rapport de force économique vis-à-vis de ses partenaires et à la mise en place d’infrastructures à usage dual, civil et militaire qui reflète l’ambivalence de sa posture.

Abstract
The Indian Ocean – a gateway to energy and a vital international sea route – has always been important for China. And with the Maritime Silk Road, it is becoming the incubator of a new Chinese conception of maritime power. This predominantly geoeconomic vision, with its underlying notion of “maritime connectivity,” doesn’t translate into partnerships and cooperation agreements with coastal states, because it is incompatible with an anarchic maritime system dominated by traditional visions of security and interstate rivalries. In this competitive context, the Chinese approach is instead confined to the yielding of economic power over its partners and the construction of dual-use infrastructure (civil and military) indicative of China’s ambivalent posture.

Resumen
El Océano Índico, puerta de entrada a la energía y ruta esencial del transporte marítimo internacional, siempre ha sido importante para China. Con el proyecto Ruta Marítima de la Seda, llega a convertirse en la incubadora de una nueva concepción china de la potencia marítima. Esta visión predominantemente geoeconómica y el concepto de “conectividad marítima” en el cual se apoya no se traducen en el desarrollo de asociaciones y cooperación con los Estados ribereños, ya que se enfrenta a un sistema marítimo anárquico, dominado por visiones tradicionales de seguridad y rivalidades de potencias. En este contexto competitivo, el enfoque chino se limita a una lucha de poder económico frente a sus socios y al establecimiento de infraestructuras de doble uso, civil y militar, que refleja la ambivalencia de su postura.
