Résumé
Les dispositions de la directive 2008 de l’Union européenne (ue) intégrant l’aviation internationale à son système de droits d’émission de co2 ont suscité une large protestation à l’Organisation de l’aviation civile internationale (oaci). La vive tension entre l’ue et ses partenaires (notamment les pays émergents) a déstabilisé une organisation habituée au consensus. « Crise » toutefois relative : depuis lors, le débat sur les mesures de marché à l’oaci paraît plus constructif tandis que le travail parallèle sur les standards de co2 pour les avions a été peu affecté. Le différend fut surmonté après l’isolement de l’ue à l’Assemblée de l’oaci de 2013 et la suspension partielle de la directive. Basé sur des entretiens et des documents de première main, cet article analyse les raisons de ce conflit, selon trois grilles théoriques, pour mettre en évidence la force du référentiel sectoriel de l’aérien.

Abstract
The 2008 eu directive extending the eu emissions trading system to international civil aviation sparked an uproar at the International Civil Aviation Organization (icao). The “crisis” between the eu and other members of the icao (in particular emerging powers) unsettled an organization accustomed to quiet consensus. Tensions receded after the eu was isolated at the icao Assembly in 2013, and its directive suspended for non-European flights. Since then, icao has overcome a seemingly intractable conflict to work more constructively on mbms, while the parallel work on co2 standards for airplanes has continued largely unaffected. Relying on interviews and original documents, this paper analyzes the motives behind the conflict through the lense of three theoretical approaches, and underlines the effectiveness of world views shared by the aviation industry.

Resumen
Las disposiciones de la directiva 2008 de la Unión Europea (eu) que integra la aviación internacional a su régimen ets (régimen de comercio de los derechos de emisión) han suscitado una amplia protesta en la Organización de la Aviación Civil Internacional (oaci). La viva tensión entre la eu y sus socios (especialmente los países emergentes) desestabilizó una organización habituada al consenso. “Crisis” sin embargo relativa : desde entonces, el debate sobre las medidas de mercado en la oaci parece más constructivo mientras que el trabajo paralelo sobre los estándares de co2 para los aviones se ha visto poco afectado. El diferendo fue resuelto tras el aislamiento de la eu en la Asamblea de la oaci de 2013 y la suspensión parcial de la directiva. Este artículo, basado en las entrevistas y documentos de primera mano, analiza las razones de este conflicto, según tres marcos teóricos, para destacar la fuerza del referencial sectorial de lo aéreo.
