Résumé
Les droits humains et les opportunités commerciales sont deux thèmes qui ont historiquement marqué la politique étrangère du Canada à l’égard du Guatemala. En dépit d’une promotion explicite des intérêts économiques canadiens dans le secteur minier et des tensions avec la société civile, pourquoi le gouvernement Harper insiste-t-il sur l’importance des droits humains au Guatemala ? Cet article propose une réflexion théorique sur l’instrumentalisation des droits humains sous le prisme du néoconservatisme et de l’internationalisme en analysant le cas guatémaltèque depuis les années 1980. En fait, l’instrumentalisation des droits humains s’inscrit dans un processus de (re)définition du tandem identité / intérêt national canadien.

Abstract
Canada’s foreign policy towards Guatemala has historically been marked by two topics : human rights and business opportunities. Despite deteriorating relations with Canadian and transnational civil society on the issue of mining, the Harper government continues to promote human rights in Guatemala. This article proposes a theoretical reflection on the instrumentalization of human rights in Canadian foreign policy by analyzing the Guatemalan case since the 1980s. In fact the instrumentalization of human rights has always been part of the (re)definition process of the Canadian identity through Internationalism and now with Neoconservatism in foreign policy.

Los derechos humanos y las oportunidades comerciales son dos temas que históricamente marcaron la política exterior de Canadá respecto a Guatemala. Sin perjuicio de la promoción explicita de los intereses económicos canadienses en el sector minero y de las tensiones con la sociedad civil: por qué el gobierno de Harper insiste en la importancia de los derechos humanos en Guatemala? Este artículo propone una reflexión teórica sobre la instrumentalización de los derechos humanos bajo el prisma del neoconservadurismo y del internacionalismo analizando el caso guatemalteco desde 1980. De hecho, la instrumentalización de éstos se inscribe en el proceso de (re)definición del tándem identidad/intereses canadienses.
