La période de transition économique en Pologne au début des années quatre-vingt-dix a été marquée par de grandes variations dans le niveau des prix et des revenus. Ces variations furent des causes directes de changements dans le niveau de vie des ménages. Le présent article s’intéresse à l’impact théorique et empirique de ces variations sur le niveau d’inégalité et du bien-être social ainsi qu’à l’étude du lien existant entre le choix de la fonction d’utilité, qui représente les préférences des ménages, et cet impact. Nous distinguons dans notre analyse deux types de variations, soit les variations marginales et les variations non marginales des prix ou des revenus. Dans un premier temps, nous analysons l’impact des variations marginales des prix et des revenus sur le niveau d’inégalité (calculé à partir du coefficient de Gini) dans la distribution des niveaux de bien-être. Ensuite, nous étudions l’impact de grandes variations de prix et de revenus sur le niveau d’inégalité ainsi que sur le niveau du bien-être. Nous illustrons finalement ces différentes approches avec des données polonaises.
Abstract
The period of economic transition in Poland at the beginning of the 1990’s was marked by great variations in prices and incomes. These variations were immediate causes of changes in the living standards of households. In this paper, we focus on the theoretical and empirical impact of these variations on the level of inequality and social welfare, as well as on the study of the link between this impact and the choice of utility functions. We distinguish two types of variations, that is, marginal and discrete variations in prices and incomes. Initially, we analyze the impact of marginal variations of prices and incomes on the level of inequality in the distribution of standards of living (calculated with the Gini coefficient). We then study the impact of non-marginal price and income changes on inequality as well as on social welfare. We illustrate these various approaches with Polish data.
