Résumé
Cet article analyse des discours de réformes en santé et en services sociaux dans l’administration publique à partir de trois documents de politiques britanniques récents. L’étude décèle la ténacité des discours de la « nouvelle gestion publique », de la « gouvernance par réseaux » et de la « gouvernance de l’ère numérique ». Pendant ce temps, les discours de reprofessionnalisation semblent faibles et contradictoires. Le texte démontre la puissance des métadiscours liés à la nouvelle gestion publique, notamment l’importance de la marchéisation et du choix de la clientèle patiente. Ces métadiscours trouvent aussi écho dans la gouvernance par réseaux, avec son accent sur la collaboration et l’intégration. En retour, ceux-ci reposent sur des sous-discours d’une robuste gouvernance de l’ère numérique et d’une faible reprofessionnalisation. L’analyse conclut que les discours en administration publique coexistent de façon hybride. Mais cela soulève des questions quant aux tensions possibles entre les discours, bien que les documents de politiques en fassent fi. Ce résultat souligne la nécessité d’approfondir les recherches sur l’usage politique et rhétorique des différents discours sur la réforme de l’administration publique.

Abstract
This paper analyses public management narratives in three recent UK policy documents proposing reform in health and social care. The analysis identifies the persistence of New Public Management (NPM), Network Governance (NG) and Digital Era Governance (DEG) narratives, while finding narratives of reprofessionalisation to be weak and contradictory. The paper argues that strong master narratives associated with NPM, particularly emphasizing marketization and patient choice, and NG, focusing on collaboration and integration, are enabled and supported by substantial DEG and weak reprofessionalisation sub-narratives. Thus, the paper concludes that public management narratives coexist in a hybridized manner, while raising questions about potential tensions between these narratives, which are glossed over in policy documents. This finding therefore highlights the need for further research exploring the political and rhetorical use of different narratives in public management reform.

Resumen
Este artículo analiza las narrativas de la gestión pública en tres documentos políticos recientes del Reino Unido que proponen reformas del sistema de salud y de servicios sociales. El análisis identifica la persistencia de las narrativas de la Nueva Gestión Pública (NGP), la Gobernanza en Red (GN) y la Gobernanza de la Era Digital (GED) y constata que las narrativas de reprofesionalización son débiles y contradictorias. En este artículo se sostiene que las narrativas principales asociadas con la NGP, que hacen especial hincapié en la mercantilización y la elección del paciente, y con la GN centrada en la colaboración y la integración, son posibles y son respaldadas por abundantes subnarrativas GED y de reprofesionalización que son débiles. Por tal motivo, el artículo concluye que las narrativas de la gestión pública coexisten de forma híbrida, y a la vez plantean interrogantes sobre las posibles tensiones entre esos discursos, que son ignoradas en los documentos políticos. Por lo tanto, esta conclusión enfatiza en la necesidad de seguir investigando el uso político y retórico de las distintas narrativas en la reforma de la gestión pública.
