Le développement de la recherche sur la modification du temps est un élément central de l’évolution des sciences atmosphériques dans l’après-guerre au Canada. Nous mettons en valeur deux projets de recherche de grande envergure en Alberta et au Québec, dans le contexte d’un déplacement des études sur la modification du temps du laboratoire vers le terrain dans les années 1950 et 1960. Par ce biais, nous montrons comment les milieux naturel, économique, social et politique d’une région sont déterminants pour l’évolution du SMC et des sciences atmosphériques au Canada, deux éléments largement absents de l’historiographie des sciences au Canada. Les travaux sur la modification du temps mettent en évidence les liens avec la sphère politique, la fonction publique canadienne, la communauté scientifique et le secteur privé. Nous caractérisons ainsi les rapports de force dominants qui permettent au SMC de développer, à l’interne et à l’externe, une capacité scientifique au pays. En revanche, cette position du SMC, en tant que « service » gouvernemental déterminé par le mandat précis, accorde une marge de manoeuvre limitée au déroulement de cette recherche.

The development of weather modification research in Canada was central to the evolution of post-war atmospheric science at the Meteorological Service of Canada (MSC). We highlight two large-scale projects in Alberta and Quebec, as weather modification research moved from the laboratory to the field in the 1950s and 1960s. This allows us to demonstrate how the natural, political, social and economic environment of a region can contribute to determining the trajectory of the MSC and of atmospheric science in Canada, two topics which have largely remained unexplored in the historiography of Canadian science. Our examination of weather modification research sheds light on links with the Canadian public service, the political sphere, the scientific community and the private sector. We characterize the dominant inter-institutional power structures which allowed the MSC to develop an internal and external atmospheric research capacity. However, this position of the MSC, as determined by a precise governmental mandate, results in very little latitude in terms of how research is conducted, both on a regional and national level.

The Defence Research Board (DRB) of Canada is an ideal case study for the operation and organization of science in government. The history of the DRB demonstrates the ebb and flow of government interest in science and defence from 1947 to 1977. This paper traces defence research through its most transformative events: demobilization, the Korean War, the International Geophysical Year, the Glassco Commission, the 1964 White Paper, integration and unification of the Department of National Defence, internal reviews, the 1971 White Paper, the Management Review Group, and the Lamontagne Committee. This sequence of transformative events reveals the importance of politics and personalities to decision-making, and the difficult alliance of scientists with soldiers.

Le Conseil de Recherches pour la Défense (CRD) du Canada est un exemple idéal pour étudier l’exercice et l’organisation de la science au sein gouvernement. L’histoire du CRD démontre l’intérêt variable du gouvernement pour la science et la défense de 1947 à 1977. Cet article décrit les événements les plus ‘transformateurs’ pour la recherche en matière de défense: la démobilisation, la Guerre de Corée, l’Année Géophysique Internationale, la Commission Glassco, le Livre Blanc de 1964, l’intégration et l’unification du Ministère de la Défense Nationale, des examens internes, le Livre Blanc de 1971, le Management Review Group, et le Comité Lamontagne. Cette séquence d’événements révèle l’importance de la politique et des personnalités dans la prise de décision, et l’alliance difficile des scientifiques avec les soldats.

Ce texte analyse l’histoire de création du parc national de la Mauricie au Québec dans les années 1970. Il explore notamment le rôle que joue la science de l’écologie dans la mise en place d’une représentation idéalisée de la nature dite « sauvage » des parcs nationaux canadiens sur le territoire mauricien. Selon le discours officiel de l’agence Parcs Canada, ce parc vise en effet à protéger un exemple de la « nature sauvage des grandes forêts du Bouclier canadien ». Or, notre histoire révèle toutefois des forêts profondément marquées par une activité humaine séculaire faite de chasse, de pêche et de foresterie. Dès lors, comment l’agence fédérale Parcs Canada réussit-elle à créer sur ces paysages humanisés une « aire naturelle représentative d’intérêt canadien »? La science de l’écologie permet cette transformation de la territorialité mauricienne. Par l’entremise d’inventaires, de cartes écosystémiques et de plans directeurs qui mettent l’accent sur les composantes naturelles du lieu – mais qui font abstraction de son histoire humaine –, Parcs Canada réussit à concrétiser matériellement et symboliquement sur le territoire de la province l’idéal de nature sauvage des parcs nationaux canadiens. Partant de la thèse de Suzanne Zeller (1988), notre histoire montre ainsi que la science servît à soutenir, toujours en 1970, les entreprises de nation-building de l’État canadien.

This paper analyzes the history of creation of the Mauricie National Park in Quebec in the 1970s. It explores in particular the role of the ecological science in the development of an idealized representation of ‘wilderness’ encountered in Canada’s national parks on the territory of Mauricie. According to the official discourse of the Parks Canada Agency, the park is aiming to protect an example of “wilderness of the great forests of the Canadian Shield” (nature sauvage des grandes forêts du Bouclier canadien). Our history however reveals forest scarred by centuries of human activity like hunting, fishing and forestry. Therefore, how the federal agency Parks Canada managed to create out of these humanized landscapes “a representative natural area of Canadian signifiance” (aire naturelle représentative d’intérêt canadien)? The science of ecology allows this transformation of Mauricie territoriality. Through inventories, ecosystemic maps and management plans that focus on natural components of the place––abstracting human history––Parks Canada manages to concretize materially and symbolically on the provincial territory the ideal of ‘wilderness’ of Canadian national parks. Starting from the thesis of Suzanne Zeller (1988), our history shows that science still served in the 1970’s to support the enterprise of nation-building of the Canadian State.

The City of Toronto experienced a major dispute over the functions of the office of the City Architect in the years just before World War One. Running through the dispute was the issue of science in the City. Did the City need, in the administration of technicalities and the addressing of technical questions, persons with a greater degree of scientific competency—as distinct from more traditionally trained personnel? Rhetorically, the question too was posed of whether “science” or “politics” should guide technical questions in the city’s business. The outcomes included a reorganized office of the City Architect, a new City Architect with stronger academic and professional credentials, a solemn promise from City Council to avoid interfering in his work and a building code which caught up with new practices in reinforced concrete construction.

Dans les années précédant la Grande Guerre, l’administration municipale de Toronto devient le théâtre d’un conflit majeur au sujet du rôle du bureau du City Architect. La place de la science dans la ville est un enjeu récurrent de ce conflit. La Ville requiert-elle, pour réaliser des choix techniques, des individus pourvus de compétences scientifiques poussées, distincts d’un personnel à la formation plus classique ? Sur le plan du discours, le conflit soulève la question d’un choix entre « la science » et « la politique » comme mode d’appréhension des questions techniques dans la ville. Le conflit se conclut avec la réorganisation du bureau du City Architect, la nomination à sa tête d’un architecte au profil professionnel et académique plus solide, un engagement solennel du conseil municipal à ne plus s’ingérer dans le travail de ce dernier et un code du bâtiment tenant compte des nouveaux usages de la construction en béton armé.

The Science Council of Canada (1966-1992) operated as an ‘arms-length’ agency providing science policy advice and recommendations to the federal government. The Council was always a voice for state interventionism. In the late 1970s, it turned to the politically sensitive issue of industrial policy and advocated a nationalistic, ‘transformative politics’ through its defense of technological sovereignty. An examination of its research and policy recommendations, and the controversies they excited, reveals that the Council’s struggle against new policy trends in its final years paralleled larger transitions in public perceptions of the role of government in Canadian society. Its 1992 dissolution symbolized Canada’s reorientation from a state-directed to a market-oriented approach to science and technology policy-making. This paper reviews the Council’s guiding philosophy and discusses its history within two larger contexts: the Canadian political debate over continentalism, and evolving conceptions of science, technology, and innovation, and the prospects for their management.

Le Conseil des sciences du Canada (1966-1992) est une agence qui fournit des recommandations au gouvernement fédéral tout en conservant un certain degré d’autonomie. Au cours de son existence, le Conseil privilégie l’intervention de l’État en matière scientifique. À la fin des années 1970, son attention se tourne vers les politiques industrielles en préconisant une ‘politique transformative’ nationaliste se justifiant par la défense de la « souveraineté technologique ». L’analyse de ses recherches et recommandations, et des controverses suscitées, révèle que la lutte du Conseil contre les nouvelles tendances politiques s’effectue en parallèle aux transformations des perceptions publiques concernant la fonction sociale du gouvernement canadien. Sa dissolution en 1992 symbolise la réorientation d’une approche aux politiques privilégiant la direction de l’État vers celle du marché. Cet article examine la philosophie du Conseil et son histoire au sein de deux contextes plus larges: le débat politique concernant le continentalisme canadien et l’évolution conceptuelle de la science, la technologie et l’innovation et de leurs perspectives futures.

The performance of science and technology (S&T) activities in the federal government has long been supported as a means of advancing innovation and economic objectives as well as of addressing public policy and regulatory needs. As Canada’s science and innovation system has matured, however, the federal government’s relative contribution to Canada’s overall performance of research and development has declined significantly—from about 30% (of total spending) in 1971 to under 9% today. Throughout this period, a dominant policy theme with respect to government S&T has been to migrate these activities from government into the private or academic sectors. The authors trace this history and argue that science policy thinking regarding federally-performed S&T must evolve with the changing position of government laboratories in Canada’s science and innovation system. A case is made for maintaining an adequate S&T capacity within the federal government in order to deliver on unique public interest roles.

Les activités de science et de technologie (S-T) au sein du gouvernement fédéral ont longtemps été soutenues en tant que moyen de faire progresser les objectifs en matière d’innovation et d’économie, en plus de répondre aux besoins liés aux politiques publiques et à la réglementation. À mesure que le système de la science et de l’innovation prend de la maturité au Canada, la contribution relative du gouvernement fédéral au bilan global de la recherche et du développement diminue toutefois de manière substantielle. En effet, celle-ci est passée d’environ 30 p. 100 en 1971 à moins de 9 p. 100 aujourd’hui (en pourcentage du total des dépenses). Au cours de cette période, un thème dominant sur le plan politique – en ce qui concerne la S-T au gouvernement – a été de déplacer ces activités vers le secteur public et le monde universitaire. Les auteurs retracent l’historique de cette situation et affirment que les points de vue relatifs aux sciences et aux politiques dans le cadre fédéral doivent évoluer au rythme de la position changeante des laboratoires gouvernementaux à l’intérieur du système canadien de science et d’innovation. Ils plaident en faveur du maintien de capacités adéquates en matière de S-T au sein du gouvernement fédéral afin que celui-ci puisse assumer son rôle unique consistant à servir les intérêts collectifs.
