As insecticides were adopted by Canadian farmers and fruit-growers after 1871, the resources conferred on economic entomology by the Dominion and Ontario governments grew. In 1886, with the establishment of the Experimental Farms system, James Fletcher, the Dominion entomologist and botanist, and his colleagues inherited the task of promoting insecticides to orchard-ists and others. In 1898-1900, in response to the arrival in Ontario of the San José scale, Canada and Ontario adopted laws mandating the use of insecticides, as sprays and fumigants, in orchards and at plant quarantine stations. To meet the resulting demand for trained technicians and scientifically-minded farmers, the institutions of applied entomology federally and at the Ontario Agricultural College were further developed. In 1910, after a decade of rapid diffusion of insecticides, Parliament adopted the Destructive Insects and Pest Act, thus creating a national system of horticultural hygiene.

En 1886, suite de l’établissement du système national des Fermes Expérimentales, James Fletcher, l’entomologiste et botaniste du Dominion, et ses collègues ont herité la responsabilité de la promotion des insecticides aux horticulteurs et autres agriculteurs. L’arrivée dans l’Ontario du pou de San José en 1897 a provoqué l’adoption des projets de lois canadiens and ontariens pour rendre l’usage des insecticides mandataire pour le seringage des vergers et la fumigation des sauvageons aux postes de quarantaine. Au Canada, la recherche sur le contrôle biologique a bénéficié d’un appui important depuis les débuts de la recherche en entomologie économique. En plus de disposer d’un environnement institutionnel stable depuis l’établissement du laboratoire de Belleville, en Ontario, en 1929, ce domaine de recherche a occupé une place importante dans la programmation scientifique du ministère fédéral de l’Agriculture jusqu’à la fin des annés 1960. L’appui des autorités scientifiques au contrôle biologique présente toutefois des paradoxes importants. En effet, au lendemain de la seconde Guerre Mondiale, à une époque où l’entomologie économique repose de façon quasi exclusive sur l’emploi d’insecticides organochlorés, la recherche en contrôle biologique bénéficie de la construction de nouveaux laboratoires. Certains auteurs ont expliqué un tel développement en invoquant l’autonomie des chercheurs canadiens, sans toutefois problématiser cette notion. Cet article vise à démontrer la dynamique institutionnelle sous-tendant l’acquisition d’une marge de manoeuvre par les entomologistes canadiens pour mener des recherches en fonction de leurs intérêts. Nous examinerons particulièrement le rôle de certains acteurs comme les services entomologiques étrangers et les industries forestière et papetière dans la constitution de compétences canadiennes en contrôle biologique. De même, nous verrons comment les interventions de ces acteurs ont entraîné une reconfiguration institutionnelle de la recherche en contrôle biologique en agriculture et en foresterie, reconfiguration qui s’est soldée par la fermeture de l’Institut de Belleville en 1972.

Ever since the beginnings of economic entomology in Canada, research in biological control has drawn substantial support from the Federal Department of Agriculture. Enjoying a stable institutional environment with the establishment of the Dominion Parasite Laboratory in Belleville, Ontario, in 1929, biological control has also occupied an important position on the research agenda of the Department until the late sixties. Support from the scientific authorities was nevertheless fraught with important paradoxes. For example, research laboratories in biological control were built at a time when North American economic entomologists relied almost exclusively on synthetic chemical compounds like DDT. For some historians of science, the autonomy of Canadian entomologists explains the growth of this research program in the aftermath of World War II. However, the autonomy of the scientific community is a notion that is taken for granted in these historical explanations. In this article, I will demonstrate the institutional dynamic underlying the autonomy of Canadian entomologists in pursuing a research agenda suited to their interests. I will pay close attention to the role of certain actors—foreign entomological services and the forest and pulp and paper industries—in the rise of a Canadian expertise in biological control. Aswell, I will show how their interventions forced a reorganization of research on the biological control of insect pests in agriculture and in forestry, and how this reorganization eventually entailed the dismantling of the Belleville laboratory in 1972.

At the turn of the twentieth century, water pollution was the primary vector spreading waterborne disease and a public health issue. In the Great Lakes basin, unprecedentedly high mortality from typhoid fever prompted a conference of federal and provincial public health officials in 1910. Three related initiatives resulted: the provincial government amended the Public Health Act in 1912; federal legislators attempted to develop national pollution control legislation between 1912 and 1915; the International Joint Commission investigated cross boundary pollution in 1912 and recommended a convention to control it. Of the three initiatives, only the provincial Public Health Act amendments were carried to fruition. By 1915, the almost universal adoption of chlorine treatment for municipal water supplies effectively controlled waterborne disease and there was no longer a perceived need for further action.

Au tournant du vingtième siècle, la pollution de l’eau était le premier vecteur de propagation des maladies hydriques et une menace à la santé publique. En 1910, le taux de mortalité imputable à la fièvre typhoïde atteignait, dans le bassin des Grands Lacs, un niveau sans précédent, ce qui incita les responsables fédéraux et provinciaux de la santé publique à organiser un congrès sur la question. Between 1931 and 1954 Frank MacDougall, forester, superintendent of Algonquin Park (1931-1941) and later Deputy Minister of Lands and Forests, and John R. Dymond, University of Toronto zoologist, together fashioned a framework for formal scientific research in the park. MacDougall's resolve to initiate a multiple use management policy informed by research-based knowledge, and Dymond's passion to protect natural diversity for ecological study, were both shaped by developments in Britain and the United States. Their collaborative efforts resulted in a more protectionist policy for Algonquin including the establishment of fisheries, wildlife and forestry research facilities, the first nature reserves, and an innovative interpretive program—all of which profoundly shaped subsequent policies in other Ontario provincial parks.

Entre 1931 et 1954, Frank MacDougall, expert-forestier, directeur du parc Algonquin de 1931 à 1941 et plus tard sous-ministre des Terres et Forêts, et John R. Dymond, zoologiste en poste à la University of Toronto, conçurent en collaboration un cadre pour la recherche scientifique formelle menée dans le parc. La détermination de MacDougall de mettre en oeuvre une politique d’aménagement intégré des ressources s’appuyant sur des données de recherche et la passion de Dymond pour la protection de la diversité naturelle, condition indispensable à la recherche écologique, étaient inspirées des derniers développements en Angleterre et aux États-Unis.
