Résumé
Au Canada, le recrutement des infirmières diplômées hors du pays devient de plus en plus un sujet d’actualité, soulevant un questionnement éthique dans les médias et les écrits scientifiques. En effet, bien que la pénurie de la main-d’oeuvre infirmière soit un problème global, le Canada, plus spécifiquement au niveau provincial et territorial, ainsi que d’autres pays développés ont activement mis en place des campagnes de recrutement international du personnel infirmier afin de remplir des postes vacants, dont le nombre a grimpé en flèche au cours des dernières années. Cette pénurie s’explique par plusieurs causes complexes et interconnectées, incluant une dotation inadéquate, des charges de travail excessives, des heures supplémentaires obligatoires, des lieux de travail toxiques, une violence endémique envers le personnel infirmier et une absence de planification adéquate de personnel infirmier. Par conséquent, des milliers d’infirmières quittent leur milieu de travail, voire leur profession. En parallèle, il apparaît qu’un grand nombre d’infirmières formées à l’étranger vivant déjà au Canada sont au chômage ou sous-employées. En effet, plusieurs infirmières formées à l’étranger sont encore confrontées à plusieurs barrières en lien avec l’immigration, le permis de l’ordre professionnel et l’intégration au marché d’emploi. Elles relatent que le processus pour entrer dans la profession infirmière au Canada demeure long, complexe, coûteux et stressant, les empêchant d’utiliser de manière appropriée leurs connaissances, leurs expériences et leur expertise pour s’intégrer à la main-d’oeuvre infirmière canadienne. À la lumière des dynamiques du pouvoir entre les provinces, cet article décrit des mesures de recrutement et d’intégration adoptées dans trois provinces canadiennes, à savoir le Québec, le Nouveau-Brunswick et la Nouvelle-Écosse. Il vise à analyser si ces mesures s’alignent adéquatement sur les principes du Code de 2010 de l’Organisation mondiale de la santé sur le recrutement international de personnel infirmier. En nous basant sur cette analyse, nous proposons aux décideurs politiques des actions stratégiques prioritaires pour investir dans le recrutement local, entamer un processus de planification plus robuste et encourager le Canada à devenir plus autosuffisant, et ce, afin de favoriser la transformation des systèmes de santé et de services sociaux.

Abstract
In Canada, the recruitment of internationally educated nurses is an increasingly topical issue that raises ethical questions in the media and scientific literature. Although the nursing shortage is a global problem, Canada—particularly at the provincial and territorial levels—and other developed countries have actively implemented international recruitment campaigns to fill vacant positions. The surge in vacancies in recent years is explained by a number of complex and interconnected factors, such as inadequate staffing, excessive workloads, mandatory overtime, toxic workplaces, endemic violence against nursing staff and a lack of adequate workforce planning. Thousands of nurses have left or are leaving their workplaces or even the profession. At the same time, many internationally educated nurses already living in Canada are unemployed or underemployed. Many face barriers related to immigration, professional licensing and labour market integration. They report that the process of entering the nursing profession in Canada remains long, complex, costly and stressful, preventing them from appropriately applying their knowledge, experience and expertise to integrate into the Canadian nursing workforce. Observing the power dynamics between provinces, this article describes recruitment and integration measures adopted in three Canadian provinces – Quebec, New Brunswick and Nova Scotia. We analyze whether these measures adequately align with the 2010 Global Code of Practice on the International Recruitment of Health Personnel. Subsequently, we propose priority strategic actions for policymakers to invest in local recruitment, initiate more robust workforce planning and encourage Canada to become more self-sufficient, in order to foster the transformation of health and social services systems.
