Les forums sociaux locaux comme outils d’action politique pour les personnes en situation de marginalité : des appropriations à échelle variable Local social forums as a political tool for people experiencing marginality: appropriations at variable scales

Résumé

Nous analysons deux expériences de forums sociaux locaux qui partagent la particularité d’avoir été mis en place dans des quartiers marginalisés. L’outil « forum » a été mobilisé et utilisé de manière similaire dans les deux sociétés (Québec et France) pour permettre l’expression publique d’une parole politique jugée confisquée. Néanmoins, ces expériences se distinguent par la manière dont les militants ont construit la portée de leur action collective. Dans un cas (le Québec), l’échelle locale du forum social a répondu à un enjeu défini essentiellement au niveau de l’arrondissement alors qu’en France, les acteurs à l’initiative du forum ont construit une échelle sociétale/nationale à leur forum local. Cet article propose d’expliquer cette différence dans la construction de l’étendue de l’action « forum social », à partir de trois dimensions : 1) un rapport différencié au territoire de la marginalité; 2) des cibles institutionnelles distinctes de revendications; 3) des militants à la base de l’événement occupant une place distincte dans l’espace de la protestation.

Abstract

We analyze two local social forums – one in Quebec, one in France – that were both set up in marginalized neighbourhoods. Forums, as tools, had been mobilized and used similarly in both societies to give a political voice to those deemed to be marginalized. Nevertheless, the studied forums differ in the way in which the participants contributed to shaping the scope of their collective action. In the case of Quebec, the local scale of the social forum responds primarily to challenges concerning the district level, while in France, those who had initiated the forum had integrated a social/national scale into their local forum. This article seeks to explain this difference with reference to the three following aspects: 1) the notion of marginality; 2) institutional aspirations and targets; 3) a core group of activists occupying a distinct place.
