Résumé
Cet article interroge la mise en oeuvre en France de l’Agenda Femmes, Paix et Sécurité par le ministère des Armées en examinant les différents types d’usages de cet instrument. Basé sur une enquête approfondie au sein du ministère des Armées, il montre tout d’abord que la poursuite des objectifs fixés par l’agenda prend la forme d’une opération de transcodage d’actions préalablement engagées, ce qui permet d’en contourner les aspects contraignants en faisant valoir l’argument de « l’efficacité opérationnelle ». Il interroge ensuite les formes d’appropriation institutionnelle et individuelle de l’agenda, et du concept de genre en particulier. Il met ainsi en lumière le contraste entre un investissement institutionnel minimal et des formes d’engagements individuels d’officiers convaincus de l’importance de l’Agenda FPS en tant que moteur de modernisation des appareils de défense.

Abstract
This article examines the implementation of the Women, Peace, and Security agenda in France by the Ministry of the Armed Forces by looking at the different ways in which this instrument is used. Based on an in-depth investigation within the Ministry of the Armed Forces, it shows first of all that the pursuit of the objectives set by the agenda takes the form of a transcoding operation of actions previously undertaken, which makes it possible to circumvent the restrictive aspects of the agenda by putting forward the argument of “operational effectiveness”. It then examines the forms of institutional and individual appropriation of the agenda, and of the concept of gender in particular. It highlights the contrast between minimal institutional investment and the individual commitment of officers who are convinced of the importance of the WPS Agenda as a driving force for the modernisation of defence systems.
