Résumé
Les récentes catastrophes d’origine climatique (tempêtes, ouragans, inondations, sécheresses, gels etc.), qui ont frappé les économies développées d’Amérique du Nord et d’Europe, ont entraîné des dommages considérables, qui se sont élevés parfois à plusieurs dizaines de milliards de US$. L’objet de l’article est d’analyser la distribution statistique de la sévérité des catastrophes climatiques, toutes origines confondues, en la reliant à la théorie probabiliste des valeurs extrêmes. Les données des 21 dernières années (1980-2000), publiées par la National Oceanic and Atlantic Administration (NOAA), montrent qu’en ce qui concerne le territoire des États-Unis, il y a une parfaite adéquation entre la théorie et la distribution empirique des 48 événements ayant coûté chacun au moins un milliard de US$. La nature de cette distribution appartient au type Pareto sans espérance mathématique. Autrement dit, la valeur moyenne des dommages d’origine climatique dépend surtout de la borne supérieure des sinistres concevables, c’est-à-dire de la valeur économique la plus élevée exposée à un événement climatique quelconque.
Après un rappel sur la théorie des valeurs extrêmes, l’article analyse la nature de la distribution des dommages et estime ses paramètres. II analyse ensuite les conséquences quant à l’évaluation des contrats d’assurance « catastrophes climatiques ». II suggère enfin un mode de financement des assurances « catastrophes climatiques ».

Abstract
Recent climatic catastrophes (windstorms, hurricanes, floods, droughts, freezes, etc) that have struck the developed economies in North America and in Europe, entailed huge losses, some of them amounting to ten billions US$. The objective of this article is to analyze the statistical distribution of the severity of climatic catastrophes, whatever their origins, while linking it to the probabilistic theory of extreme values. Data published by the National Oceanic and Atlantic Administration (NOAA) spanning the last 21 years (1980-2000) on the 48 climatic events that cost at least one billion US$ in the United States, show that there is a good fit between theory and empirical evidences. The statistical distribution belongs to the Pareto type without expectation. In other words, the average value of climatic losses depends on the value of the largest potential loss, that is the largest economic value exposed to any climatic event.
After a brief recall on the theory of extreme values, this article analyzes the nature of the statistical distribution and estimates its parameters. It describes the consequences of this particular loss distribution on the valuation of "weather catastrophe" insurance policies, and it proposes a kind of "catbond" that could cope with extremely large losses.
