Résumé
L’accès à l’assurance habitation dans les quartiers centraux des grandes villes américaines constitue un enjeu économique et politique important. D’une part, l’accès à l’assurance habitation est une composante essentielle du processus de revitalisation urbaine et, d’autre part, les quartiers centraux étant souvent habités par des minorités ethniques ou des citoyens à plus faibles revenus, un problème d’accès soulève des questions quant à la discrimination raciale ou à la condition socio-économique. Dans les pages qui suivent, nous présentons une description et un bref historique du problème d’accès à l’assurance habitation et du redlining aux États-Unis ainsi qu’une revue de certains écrits théoriques et empiriques sur le sujet, aux États-Unis puis au Québec.
Abstract
Access to affordable property insurance is an important economic and political issue in large US cities. It is not only essential for homeowneship, business development, and urban redevelopment initiative but it is also important in trying to achieve fair housing and secure basic rights of citizens. This paper presents a description and a brief history of the problem of availibility of homeowners insurance market, the redlining in the US and a literature review of theoretical and empirical research on this topic both in the US and the province of Québec.
