Résumé
Le 2 juin 2014, les travailleurs de Hyderabad célébraient la création du 29e État indien. Scandant « Victoire pour le Télangana » à « HITEC City », un quartier bâti au travers des « zones économiques spéciales » (ZES) et des parcs des TIC (technologies de l’information et des communications), les ingénieurs en informatique de l’association Ingénieurs pour un Nouvel État (INE) brandissaient les couleurs du « Parti pour le Télangana ». Suivant grèves et manifestations agitées, les membres de INE savouraient la reconnaissance officielle du nouvel État. Natifs du Télangana, et anticipant les avantages économiques promis par une nouvelle entité politique, ces ingénieurs projetaient aussi de bénéficier d’une revitalisation culturelle télanganaise promise par les politiciens locaux. Échelonnée sur 19 mois de terrain de recherche entre 2012 et 2019, l’ethnographie se penche sur l’observation de rituels hindous nommés « festivals d’État » — le Bonalu et le Bathukamma — alors qu’ils se lient à d’autres activités médiatisées appuyant les technologies de pointe (conférences et « marathons de programmation ») à Hyderabad. Ces rituels proposent une cohésion culturelle mise en forme et légitimée par le nouvel État pour soutenir l’émergence d’une identité régionale télanganaise, un processus consolidant aussi la position privilégiée des TIC et des compétences techniques qu’elles favorisent. L’article suggère que la réactualisation de ces rituels d’État par ces ingénieurs s’intègre à un ensemble de stratégies sociotechniques d’engagement citoyen qui émergent de la construction des infrastructures des TIC du nouvel État du Télangana en même temps qu’elles la façonnent.

Abstract
On June 2, 2014, workers in Hyderabad celebrated the creation of the 29th State in India. Chanting “Victory for Telangana” in ‘HITEC City,’ a neighborhood constructed through ‘special economic zones’ (SEZ) and ICT parks (Information and Communication Technologies), computer engineers of the association Engineers for a New State (ENS) wore the colors of the “Party for Telangana”. Following strikes and agitated protests, members of ENS enjoyed the official recognition of the new state. Born in Telangana, and anticipating the economic benefits promised by the new political entity in formation, these engineers projected that they would also enjoy a revitalization of Telangana culture promised by local politicians. Based on 19 months of fieldwork research between 2012 and 2019, the ethnography focuses on the observation of Hindu rituals named “State Festivals” — Bonalu and Bathukamma — as they act upon other mediatized activities supporting high-tech development (conferences and hackathons) in Hyderabad. These rituals propose a cultural cohesion legitimized by the new state and supporting the emergence of a regional identity — a process which reinforced the privileged position of ICT and the types of skills that are sought after by this industry. The article suggests that the renewal of these state rituals by these engineers is integrated into a set of sociotechnical strategies for an engaged citizenship. These strategies shape but also emerge from the construction of ICT infrastructures for the new Telangana state.

El 2 de junio de 2014, los trabajadores de Hyderabad celebraron la creación del 29 estado hindú. Escandiendo «Victoria para el Telangana» en «HITEC City» un barrio construido a lo largo de las «zonas económicas especiales» (ZEC) y de los parques de las TIC (tecnologías de las informaciones y las comunicaciones), los ingenieros en informática de la asociación de Ingenieros por un Nuevo Estado (INE), blandían los colores del «Partido por Telangana». Después de huelgas y manifestaciones agitadas, los miembros del INE saborean las ventajas económicas prometidas por la nueva entidad política, ingenieros que también proyectaban beneficiar de una revitalizan cultural telanganesa prometida por los políticos locales. Escalonada durante 19 meses de investigación de campo, entre 2012 y 2019, la etnografía se centra en las observaciones de ritos hindúes denominados «festivales de Estado» — el Bonalu y el Bathukamma — que se enlazan con otras actividades mediatizadas que apoyan las tecnologías avanzadas (conferencias y «maratones de programación» en Hyderabad. Dichos ritos expresan una cohesión cultural concebida y legitimada por el nuevo Estado para apoyar el surgimiento de una identidad regional telanganesa, un proceso que consolida asimismo la posición privilegiada de las TIC y de las habilidades técnicas favorecidas. El artículo propone que la re-actualización de dichos ritos de estado de la parte de los ingenieros se integra a un conjunto de estrategias sociotécnicas de implicación ciudadana que surgen de la construcción de las infraestructuras de las TIC del nuevo estado de Telangana al mismo tiempo que las conforman.
