Résumé
La puissance et le pouvoir sont des notions fondamentales pour l'étude de la négociation collective. Bien qu'ayant été au coeur des travaux fondateurs des relations industrielles de part et d'autre de l'Atlantique, leur traitement demeure pourtant insatisfaisant. Il convient donc de proposer une conceptualisation spécifi que et nuancée de celles-ci, permettant le cumul des acquis de connaissance afi n, notamment, de mieux comprendre les aff rontements entre employeurs et syndicats ainsi que l'équilibre au sein des régimes de rapports collectifs du travail. Pour ce faire, l'auteur propose une synthèse des travaux antérieurs intégrant certaines contributions majeures du champ de la sociologie politique. La puissance et le pouvoir, notions correspondant à une capacité et son actualisation, y sont envisagés du point de vue de la dépendance qu'entretiennent les parties à la négociation collective ainsi que des ressources et de la capacité stratégique de ces dernières.

Abstract
In spite of their centrality for the study of collective bargaining, the treatment of puissance and pouvoir (power as a capacity and as its actualization) in the field of Industrial Relations has been unsatisfactory to date. This state of affairs can be explained partly by the absence of theoretical common ground allowing for a structured accumulation of empirical findings, and partly by the fact that the balance between labour and management in contemporary collective bargaining regimes has been taken for granted by most mainstream academics. After three decades of « transformation » of industrial relations, considering that industrial conflict is still at the very heart of labour-management relations, the study of power must get back on the agenda if we are to ascertain the capacity of the actors to agree on reasonable terms of employment.Based on a synthesis of the relevant literature in the field of Industrial Relations and of some major contributions in Political Sociology, the article offers some conceptual basis for a critical, interactionist study of puissance and pouvoir in collective bargaining. The treatment of these two notions takes into account the dependence of the parties as well as their resources and strategic capacity. In the spirit of the threefold mission of Industrial Relations since J. R. Commons (teaching, research and intervention), the proposal contained in this article should contribute to a better understanding of the strategies and of the delicate balance between labour and management in collective bargaining.

Resumen
La fuerza y el poder son nociones fundamentales en el estudio de la negociación colectiva y, de manera más amplia, de las relaciones industriales. Sin embargo, estas sido objeto de un tratamiento insufi ciente debido a la casi ausencia de soporte teórico y practico así como al olvido de parte de una cantidad importante de autores pluralistas que daban por sentado el equilibrio entre las partes. Después de mas de tres décadas de « transformación » de las relaciones industriales, y dada la persistencia de los confl ictos de intereses entre empleadores y sindicatos, nos pareció importante de profundizar estas nociones con el fi n de estar mejor habilitados para evaluar la capacidad de las partes de convenir sobre condiciones de trabajo razonables. Apoyándose en una síntesis de trabajos realizados en relaciones industriales sobre la cuestión e integrando ciertos logros fundamentales de la investigación en sociología política, el autor propone las bases conceptuales de un estudio interaccionista y crítico de la fuerza y del poder en negociación colectiva. Las dos nociones, que corresponden a la capacidad y a su actualización, son concebidas desde el punto de vista de sus fundamentos, de los recursos que disponen las partes y de la capacidad estratégica de estas últimas. Con la mira de la triple fi nalidad de enseñanza, investigación e intervención del campo de las relaciones industriales, semejante conceptualización debería favorecer el desarrollo de un cúmulo de conocimiento empíricos que permitirán une mejor comprensión de las estrategias patronales y sindicales así como del equilibrio al interior de los regimenes de relaciones colectivas d trabajo.
