Résumé

Fondé sur le suivi ethnographique de douze enfants dans quatre familles au cours de leur scolarisation et de leur vie en hôtel social, cet article s’intéresse aux formes d’ancrages sociaux et spatiaux que les familles en migration dont le statut juridique est fragile bâtissent à partir de leur vie en hôtel social. Dans ce contexte de précarité absolue, le lieu de vie – y compris lorsqu’il est imposé et fortement contraint – structure des pratiques et relations sociales ordinaires façonnées par des rapports de domination dont il est à la fois le théâtre et l’un des ressorts. Dans le même temps, les familles y développent des ancrages inattendus qui visent à contourner ou à contenir ces effets de domination. Ce lieu de vie non choisi, instrument d’institutionnalisation de la politique migratoire, sert de support à la construction d’une expérience familiale et enfantine résistante aux assignations induites par cette politique. Cette dynamique s’articule à un second espace, l’école, dont la fréquentation s’impose au titre du droit à l’éducation et qui, de fait, constitue une source de stabilité relative, bien que fragile, instituant « à bas bruits » et « par le bas » la vie quotidienne. Alors même que rien ne garantit à ces familles la possibilité de s’établir durablement, l’hôtel social et l’école – deux espaces pourtant imposés – deviennent des lieux où se construisent des ancrages sociaux et symboliques relativement solides, articulés et instituants. Ils vont permettre de mettre l’enfant au centre des expériences migratoires, d’inscrire celles-ci dans une continuité familiale tournée vers l’avenir et de soutenir l’agentivité enfantine.

Abstract

Based on ethnographic monitoring of twelve children in four families during their schooling and their life in the social hotel (emergency housing), this article examines the forms of social and spatial rootedness constructed by families with legally unstable migration status through their experience of living in emergency accommodation (social hotel). In a context of extreme precarity, the place of residence – even in one of its most imposed forms – gives rise to ordinary social practices shaped by relations of domination, against which unexpected forms of anchoring and securitization emerge and resist. This unchosen and dominated living environment, as an instrument for institutionalising migration policy, serves as a foundation for the construction of a family and childhood experience that resists the constraints imposed by this policy. This investment is connected to a second space – school – whose attendance is mandated by the right to education and which, in turn, also represents a source of relative, but fragile, stability which quietly establishes everyday life, as a sort of bottom-up institution. Although there is no guarantee that these families will be able to settle permanently, these two imposed spaces – the social hotel and the school – serve as fertile ground for relatively strong, articulated, and instituting social and symbolic anchorings. They allow for the child to be placed at the center of the migratory experience, to inscribe this experience within a forward-looking family continuity, and to support children’s agency.
