Résumé
Les politiques pour l’innovation ont évolué dans les dernières décennies, d’un côté, vers la dimension régionale et, de l’autre, vers une approche indirecte ou de type infrastructurel ; néanmoins, la question de leur évaluation reste ouverte, en raison des nombreux échecs enregistrés un peu partout dans le monde et des sommes importantes affectées à ces interventions. Pour contribuer à éclairer ce problème, nous avons analysé deux réalités assez similaires : un pôle de compétitivité française, localisé en Provence-Alpes-Côte d’Azur (PACA), et le territoire italien du Canavese en Piémont. Pour chaque territoire, une méthodologie mixte, qualitative et quantitative, a été utilisée pour analyser la pertinence des projets innovateurs, visant à soutenir les PME locales ainsi que la croissance des zones étudiées, et leur corrélation avec les performances des entreprises impliquées. Les résultats montrent d’importantes différences selon le type de projet, de service et d’unités concernées, mais ils mettent en évidence, dans les deux cas analysés, d’un côté, la croissance certaine des entreprises impliquées, qui s’observe pendant la période d’allocation des services et les deux à trois années suivantes, et, de l’autre côté, la différente réaction des unités analysées, pendant une plus longue période : elle dépend de certains facteurs liés aux états technologiques et économiques des entreprises, qui seront mieux expliqués dans un travail futur.

Abstract
Innovation policies grew in the last ten years, both towards a regional and a more indirect and infrastructural approach. Nevertheless, the question about their evaluation is still open, because of the several challenges and high costs linked to them. To clarify this problem, the present work analyzes two realities very similar : a French Competition Pole, localized in PACA, and the Canavese area, in Piedmont, Italy. A double, quantitative and qualitative, methodology has been applied in both of them to verify the relevance of some projects, sustaining the local SMEs growth, with the area development and their correlation with the considered SMEs performances. The results are highly varying because of the typology of projects, of services and of involved units, but they all underline the sure positive impact, on the involved SMEs, of the services realized, in the short time, and the more uncertain effects in the long period. These last depend on a lot of factors, related to the technological and economical status of the firms.

Las políticas de innovación creció en los últimos diez años, tanto hacia un enfoque regional y una más indirectospor las infraestructuras. Sin embargo, la pregunta acerca de su evaluación está aún abierta, ya que varios de los desafios y los altos costos implicitos. Para aclarar este problema, el presente trabajo analiza dos realidades muy similares : un centro de competencia en Francia, localizado en la PACA, y el otro en Italia, localizatoen el Canavese, Piemonte. Una doble metodología, cuantitativa y cualitativa, se ha aplicado en dos de ellos para verificar la pertinencia de algunos proyectos, mantener el crecimiento de las PyMEs locales, con el desarrollo del área y su correlación con las actuaciones consideradas PyMEs. Los resultados son muy variables debido a la tipología de los proyectos, de servicios y de los actores, pero todos ellos destacan el impacto positivo que, en las PyMEs participantes, de los servicios realizados, en el corto plazo, y los efectos más incierto en el largo período de tiempo. Estos últimos dependen de muchos factores, relacionados con la situación tecnológica y económica de las empresas.
Zusammenfassung
Die Innovationspolitik hat sich in den letzten Jahrzehnten weiterentwickelt, einerseits durch eine verstärkte Regionalisierung und andererseits einen indirekten Ansatz oder durch das Bereitstellen von Infrastruktur. Trotzdem bleibt die Beurteilung solcher Eingriffe erklärungsbedürftig aufgrund der erheblichen Aufwendungen und Misserfolge, die im Zusammenhang mit diesen Interventionen stehen. Um zur Klärung beizutragen, haben wir zwei ähnliche Ansätze analysiert. Zum einen ein französisches Kompetenzcluster in PACA und zum anderen in Italien Canavese, eine Region im Piemont. Für beide Gebiete wurden anhand quantitativer und qualitativer Instrumente die für KMU bewilligten Innovationsprojekte, die Wettbewerbsfähigkeit der betroffenen Betriebe, das Wachstum der Wirtschaftszonen sowie die Beziehungen untereinander untersucht. Die Resultate zeigen auf, dass die betroffenen Betriebe während der Unterstützung und bis drei Jahre danach von einem verstärkten Wachstum profitieren. Allerdings gibt es grosse Unterschiede, die auf die Projektart, auf die erbrachten Dienstleistungen sowie auf die Art der betroffenen Betriebe zurück zu führen sind. Das Verhalten der betroffenen Betriebe hängt von ihrer technologischen und wirtschaftlichen Situation ab, die in einer zukünftigen Arbeit abgehandelt werden.
