Résumé
En mars 2015, après la destruction de sites inscrits sur la liste du patrimoine mondial de l’humanité par l’État islamique en Irak, la directrice générale de l’UNESCO lance la campagne de communication Unite4Heritage. Il s’agit moins à l’époque d’une réponse à cette crise qu’aux critiques que cette dernière déclenche de la part des internautes sur les réseaux sociaux, qui reprochent alors à cette agence onusienne son excès ou au contraire son manque d’investissement pour la protection des sites menacés ou détruits. Par effet d’entraînement, la réponse aux critiques donne aux personnels de cette agence l’occasion d’une réflexion de fond sur le lien unissant la protection des sites culturels à celle des populations menacées par les conflits armés et ainsi sur le rôle de leur organisation dans la lutte contre l’extrémisme violent. Cette réflexion a donné lieu à des changements institutionnels qui ont permis à l’UNESCO de recouvrer, pour un temps du moins, sa légitimité et même de consolider son positionnement dans le système multilatéral. Elle qui auparavant se bornait à un rôle d’agence normative, en charge de l’élaboration et du suivi de conventions culturelles internationales, se dote alors progressivement d’un mandat opérationnel pour gérer les situations d’urgences.

Abstract
In March 2015, following the destruction of World Heritage sites by the Islamic State (ISIS) in Iraq, the Director-General of UNESCO launched the Unite4Heritage communication campaign. At the time, this was less a response to the crisis than to the criticism it sparked from Internet users on social media, who accused the UN agency of either overdoing or, conversely, underdoing its efforts to protect threatened or destroyed sites. As a knock-on effect, the response to the criticism gave the agency’s staff the opportunity to reflect in depth on the link between the protection of cultural sites and that of populations threatened by armed conflict, and thus on the role of their organisation in the fight against violent extremism. This reflection has led to institutional changes that enabled UNESCO to regain, at least for a time, its legitimacy and even consolidate its position in the multilateral system. Previously limited to a normative role, responsible for drafting and monitoring international cultural conventions, it has gradually taken on an operational mandate to manage emergency situations.
