Cette note de recherche propose un état des connaissances sur les rapports entre multinationales, compagnies privées de sécurité et autorités publiques dans le secteur de l’extraction minière ou pétrolière. Les sites que gèrent les entreprises extractives sont souvent situés dans des zones de conflits, des territoires contestés ou sujets à l’instabilité politique, c’est-à-dire dans des États faibles. L’objectif de cette note est de mobiliser une littérature florissante et une expertise embryonnaire en mettant l’accent sur les relations entre acteurs publics et privés en matière de sécurité. Elle montre d’abord comment le principe de responsabilité sociale des entreprises, influent dans le secteur extractif, est à l’origine de pratiques discursives et opérationnelles liées à la sécurité de plus en plus répandues. Puis elle présente des points de vue contrastés sur la nature et la portée de la coopération entre États faibles et industries. Enfin, elle décrit les assemblages qui émergent entre multinationales, compagnies privées de sécurité et autorités publiques dans les États faibles, mettant en lumière de nouvelles pratiques hybrides de sécurité.

Abstract
This research note reviews the current state of knowledge on the relationship between multinationals, private security companies, and government authorities in the mining and oil industries. Extractive companies often operate in conflict zones and disputed or unstable territories, i.e., in weak states. This note draws on the burgeoning literature and emerging expertise to focus on the relationships between public and private actors with respect to security. It shows how the principle of corporate social responsibility, widespread in the extractive industry, is at the origin of increased discursive and operational practices related to security. It then presents contrasting points of view on the nature and scope of cooperation between weak states and industry. Finally, it describes the assemblages involving multinationals, private security companies, and public authorities that are emerging in weak states, highlighting new hybrid security practices.

Resumen
Esta nota de investigación propone un estado actual de los conocimientos sobre las relaciones entre las multinacionales, las empresas privadas de seguridad y las autoridades públicas en el sector de la minería o la extracción de petróleo. Los emplazamientos manejados por las empresas extractivas suelen estar situados en zonas de conflicto, territorios en disputa o sujetos a inestabilidad política, es decir, en Estados débiles. El objetivo de esta nota es movilizar una literatura floreciente y una experiencia embrionaria centrándose en las relaciones entre actores públicos y privados en materia de seguridad. En primer lugar, muestra cómo el principio de responsabilidad social de las empresas, que tiene influencia en el sector extractivo, es la raíz de prácticas operativas y discursivas cada vez más generalizadas relacionadas con la seguridad. A continuación, presenta puntos de vista mixtos sobre la naturaleza y el alcance de la cooperación entre los Estados débiles y las industrias. Por último, describe los conjuntos que se están creando entre las multinacionales, las empresas privadas de seguridad y las autoridades públicas de los Estados débiles, destacando nuevas prácticas híbridas de seguridad.
