Résumé
En analysant le volet indonésien de la Belt and Road Initiative (bri), cet article montre les apports croisés de l’étude des (mis)perceptions et de leurs usages en politique étrangère, et d’une approche décentrée des Relations internationales. La mise en récit de la bri fait écho à la représentation d’une émergence chinoise vouée à s’imposer unilatéralement. Sa mise en oeuvre dans l’archipel est pourtant incrémentale et largement soumise à l’agenda politique indonésien. La misperception est néanmoins entretenue par Pékin et Jakarta, car elle sert leurs agendas respectifs. L’interdépendance asymétrique entre les deux États paraît renforcée par ce projet, qui invite à consolider le concept d’ambiguïté stratégique et à ancrer l’analyse des relations internationales dans l’observation de leurs effets localisés.

Abstract
In analyzing the Indonesian component of the Belt and Road Initiative (bri), this article lays out cross-cutting contributions from the study of (mis)perceptions in foreign policy and a decentred approach to international relations (ir). The storytelling process around the bri echo representations of an emerging China destined to impose its will unilaterally. Yet implementation of the bri in the archipelago is incremental, and largely subject to the Indonesian political agenda. This misperception is nonetheless nurtured by Beijing and Jakarta because it serves their respective agendas. The asymmetric interdependence of the two states appears to be strengthened by the project, an incentive to consolidate the concept of strategic ambiguity and anchor the analysis of IR in the observation of their localized effects.

Al analizar el componente indonesio de la Belt and Road Initiative (bri), este artículo muestra los aportes cruzados del estudio de las percepciones erróneas y sus usos en la política exterior, y de un enfoque descentralizado de las Relaciones Internacionales (ri). La narrativa de la bri se hace eco de la representación de una emergencia china destinada a imponerse unilateralmente. Sin embargo, su aplicación en el archipiélago es gradual y está sujeta en gran medida a la agenda política de Indonesia. Sin embargo, Pekín y Yakarta mantienen esta percepción errónea, que sirve a sus respectivos programas. La interdependencia asimétrica entre los dos Estados parece ser reforzada por este proyecto, que invita a que se consolide el concepto de ambigüedad estratégica y que el análisis de las ri se base en la observación de sus efectos localizados.
