Résumé
Les Nouvelles routes de la soie, lancées en 2013 par Xi Jinping et renommées Belt and Road Initiative (bri) en 2016, ont rénové la politique étrangère de la Chine. Le projet de construction d’infrastructures intercontinentales pour accroître la connectivité internationale de la Chine marque la volonté de Xi de redessiner son voisinage occidental. Les travaux qui décryptent la bri visent principalement à comprendre les arrière-pensées stratégiques du projet. Notre étude analyse la réception de la bri dans cinq pays non occidentaux concernés. En Inde, en Russie, en Indonésie, en Éthiopie et à Djibouti, la bri occupe un rôle central dans le discours politique, qu’il s’agisse d’appropriation ou de résistance. Au-delà des intentions, notre approche réfléchit aux dynamiques sous-jacentes à la nouvelle multipolarité du monde.

Abstract
China’s new Silk Roads, launched in 2013 by Xi Jinping and redubbed the Belt and Road Initiative (bri) in 2016, have transformed Chinese foreign policy. The plan to build an intercontinental infrastructure that will boost China’s international connectivity is a testament to Xi’s determination to remake the country’s western neighbourhood. Research on the bri aims primarily at understanding the strategic intentions behind the project. Our study analyzes how it has been received in five non-Western countries impacted by the bri. In India, Russia, Indonesia, Ethiopia, and Djibouti, the bri features prominently in the political discourse, whether from a perspective of appropriation or resistance. Intentions aside, our approach explores the dynamics underlying the new global multipolarity.

Resumen
Las Nuevas Rutas de la Seda, lanzadas en 2013 por Xi Jinping y rebautizadas con el nombre de Belt and Road Initiative (bri) en 2016, han renovado la política exterior de China. El proyecto de construir una infraestructura intercontinental para aumentar la conectividad internacional de China marca la voluntad de Xi de rediseñar su vecindario occidental. El objetivo principal de los trabajos que analizan la bri es comprender las intenciones no explícitas estratégicas del proyecto. Nuestro estudio analiza la recepción de la bri en cinco países no occidentales implicados. En India, Rusia, Indonesia, Etiopía y Djibouti, la bri ocupa un papel central en el discurso político, tanto en términos de apropiación como de resistencia. Más allá de las intenciones, nuestro enfoque se interesa por las dinámicas subyacentes a la nueva multipolaridad del mundo.
