Comment se forment et se cristallisent les complexes de sécurité régionaux (csr) ? En 2003, B. Buzan et O. Waever avaient présenté la Corne de l’Afrique comme un proto-csr (après avoir été un pré-complexe pendant la guerre froide), mais ils n’avaient pas développé les outils analytiques permettant d’expliquer le passage à un csr à part entière. Nous montrons que l’émergence d’une puissance régionale, l’Éthiopie, joue un rôle essentiel dans la formation d’un csr. Cette puissance régionale devient un agent performatif des processus de sécuritisation. Cet article a une ambition empirique et théorique. D’une part, nous démontrons comment un double processus de sécuritisation – de la menace terroriste djihadiste dans la Corne entre 1998 et 2005 et de « l’État failli » somalien – a mené à l’intervention éthiopienne en 2006. Nous analysons ensuite l’aboutissement du csr.

Abstract
How do regional security complexes (rscs) emerge and take shape? In 2003, B. Buzan and O. Waever described the Horn of Africa as a proto- rsc (after having been a pre-rsc during the Cold War), but did not have the analytical tools to explain the transition to a full-fledged rsc. We show how the emergence of a regional power, in this case Ethiopia, played a key role in the formation of an rsc. The regional power became an active agent in the process of securitization. This article seeks to provide both an empirical and a theoretical contribution. We show how a double process of securitization—of the jihadist terror threat in the Horn between 1998 and 2005, and of the Somali “failed state”—led to the 2006 Ethiopian intervention. We then analyze the outcome of rsc formation.

¿Cómo se forman y se cristalizan los complejos de seguridad regionales (csr) ? En 2003, B. Buzan y O. Waever presentaron el Cuerno de África como un proto-CSR (tras haber sido un pre-complejo durante la guerra fría), pero no habían desarrollado las herramientas analíticas que les permitieran explicar el paso a un csr pleno. Mostramos que la emergencia de una potencia regional, Etiopía, desempeña un papel esencial en la formación de un csr. Esta potencia regional se convierte en un agente performativo de los procesos de securitización. Este artículo tiene una ambición empírica y teórica. Por un lado, demostramos cómo un doble proceso de securitización (de la amenaza terrorista yihadista en el Cuerno entre 1998 y 2005 y del “Estado fallido” somalí) llevó a la intervención etíope en 2006. Luego, analizamos la realización final del csr.
