Résumé
À l’aide d’une approche ethnographique, cet article nuance le poids excessif attribué aux représentations permanentes dans la prise de décision en matière de politique étrangère et de sécurité commune (Pesc) et par là même, la convergence des bureaucraties et des diplomaties des États membres. L’étude du cas espagnol montre en fait que la résistance des services centraux à l’européanisation produit bien un type particulier de diplomatie, celui de la conciliation.

Abstract
Using an ethnographic approach, this article examines the excessive weight accorded to permanent missions in Common Foreign and Security Policy (cfsp) decision making and the resulting convergence of member state bureaucracies and diplomaties. Our Spanish case study shows that resistance to Europeanization on the part of central departments produces a special kind of conciliatory diplomacy.

Resumen
Utilizando un enfoque etnográfico, este artículo matiza el peso excesivo asignado a las representaciones permanentes en la toma de decisión en materia de política exterior y de seguridad común (Pesc) y por ello, la convergencia de las burocracias y las diplomacias de los Estados miembros. El estudio del caso español muestra de hecho que la resistencia de los servicios centrales a la europeización produce un tipo particular de diplomacia, el de la conciliación.
