Résumé
De nombreuses questions de santé, telles que le vih/sida, les risques liés à la consommation de tabac et d’alcool, le cancer ou encore les résistances thérapeutiques, sont désormais considérées comme des questions de santé mondiale, car elles menacent la santé à la fois des populations des pays industrialisés et de celles qui vivent dans les pays en développement. Devant ces défis sanitaires mondiaux, un nombre croissant d’acteurs locaux, nationaux et internationaux ont depuis deux décennies fait entendre leurs voix et ont participé à des négociations de portée mondiale dont l’objectif est de s’accorder sur des solutions adaptées et durables pouvant répondre aux défis actuels de la santé. De ces interactions complexes et multiniveaux a émergé un nouveau type de diplomatie connue sous le nom de diplomatie sanitaire mondiale qui est certes à l’origine d’initiatives sanitaires innovantes et efficaces permettant l’accès local à la santé, mais qui a également pu déboucher sur des situations de statu quo, voire sur des échecs.

Abstract
Several health issues such as hiv/aids, risks linked to tobacco and alcohol consumption, cancer as well as the therapeutic resistance are today considered as global health issues notably because they are able to threaten the health of populations located in industrialized and developing countries simultaneously. To face these global health challenges, numerous local, national, regional and international actors have decided to get involved and to participate to global health negotiations aimed at finding agreements on sustainable and suitable solutions. From these complex and multilevel interactions has emerged global health diplomacy which has certainly been at the origin of efficient and innovative health initiatives enabling local access to health, but has also sometimes led to status quo or failures.

Resumen
Muchos problemas de salud como el vih/sida, los riesgos asociados al consumo de tabaco y alcohol, el cáncer o la resistencia a ciertos tratamientos, se consideran temas globales de salud ya que amenazan a las poblaciones de los países industrializados como a las de los países en desarrollo. Ante estos retos sanitarios mundiales, un número cada vez mayor de actores locales, nacionales e internacionales han hecho oír sus voces y han participado en negociaciones mundiales dirigidas a encontrar soluciones adecuadas y sostenibles para afrontar los desafíos actuales en materia de salud. Estas interacciones complejas y a múltiples niveles han conducido a la emergencia de un nuevo tipo de diplomacia conocida como diplomacia sanitaria mundial que es sin duda la fuente de iniciativas sanitarias innovadoras y efectivas sobre el acceso a la salud a nivel local, pero que en ciertos casos ha perpetuado el statu quo e incluso conducido al fracaso.
