Résumé
En contraste avec d’autres unités de la sdn, la Section des minorités tend à limiter ses missions. Elle n’appuie pas l’extension des traités ni ne consulte les entités non gouvernementales ; elle n’alerte pas l’opinion publique sur la montée du fascisme. Très important, la Section contribue à consolider l’image « identitaire » des revendications nationales non étatiques. En fait, elle ne pense pas les conflits entre majorités et minorités comme des conflits politiques entre droits concurrents, à la fois collectifs et individuels. Peu étudiées jusqu’ici, les décisions sur l’irrecevabilité de certaines pétitions, notamment celles non couvertes par les traités, illustrent ces propos. Indépendamment de l’influence des grandes puissances, la Section des minorités soutient une philosophie politique favorable aux nationalismes des majorités sans contradiction avec une volonté de juridicisation du domaine.

Abstract
In contrast with other divisions of the League of Nations, the Minorities Section tended to limit its missions. The Section did not support treaty extensions nor did it consult non-governmental entities ; it did not alert the public about the rise of fascism. In addition, the Section contributed to identifying non-state national demands to “communitarian claims”. In fact, it did not consider conflicts between majorities and minorities as political conflicts between concurrent collective and individual rights. Little studied until now, decisions on non-receivability of petitions, notably those not covered by the treaties, illustrate these hypotheses. Independently of the influence of great powers, the Section supported a political philosophy in favour of majorities’ nationalism, compatible with the juridicisation of the field.

Resumen
En contraste con otras unidades de la SDN, la Sección de Minorías tiende a limitar su misión. Por ejemplo, no apoya la extensión de los tratados ni consulta a las entidades no gubernamentales, así como no alerta la opinión pública sobre el ascenso del fascismo. Más importante aún, la Sección contribuye a reforzar el carácter «identitario» de las reivindicaciones nacionales no estatales. De hecho, la Sección no concibe los conflictos entre mayorías y minorías como conflictos políticos entre derechos contrapuestos, tanto colectivos como individuales. El estudio de las decisiones sobre la inadmisibilidad de ciertas peticiones, en particular aquellas no cubiertas por los tratados, permite demostrar estas afirmaciones. Independientemente de la influencia de las grandes potencias, la Sección de Minorías apoya una filosofía política favorable a los nacionalismos mayoritarios sin contradecir la voluntad de judicialización de estos temas.
