Résumé
L’auteur propose une synthèse des arguments déontologiques dans le débat éthique sur les politiques d’immigration. Les arguments sont répartis entre obligations morales (cosmopolitiques, nationales ou privées) et droits universels (liberté de circulation, droit à l’autodétermination, droit de propriété). De cette synthèse sont tirées les conclusions que les politiques migratoires restrictives sont difficilement réconciliables avec les principes libéraux universels d’égalité et de non-discrimination ; que le droit des peuples à l’autodétermination serait le fondement le plus convaincant pour justifier de telles politiques ; et qu’en dernière analyse il revient au processus politique démocratique de trancher entre les différents argumentaires éthiques de ce débat.

Abstract
The author proposes a synthesis of deontological arguments in the ethical debate on immigration policies. The arguments are divided between moral obligations (cosmopolitan, national or private) and universal rights (freedom of movement, right to self-determination, right to property). From this synthesis are drawn the conclusions that restrictive migration policies are difficult to reconcile with the universal liberal principles of equality and non-discrimination ; that the right of peoples to self-determination would be the most compelling basis to justify restrictive policies ; and that, ultimately, it is up to the democratic political process to decide between the ethical arguments in this debate.

Resumen
El autor ofrece un resumen de los argumentos deontológicos en el debate ético sobre las políticas de inmigración. Los argumentos se dividen entre las obligaciones morales (cosmopolitas, nacionales o privadas) y los derechos universales (libertad de circulación, derecho a la autodeterminación, derecho a la propiedad). El autor concluye que las políticas migratorias restrictivas son difícilmente conciliables con los principios liberales universales de igualdad y no discriminación, que el derecho de los pueblos a la autodeterminación sería el argumento más sólido para justificar dichas políticas y que es a través del proceso político democrático que estas contradicciones éticas deben dirimirse.
