Résumé
L’action extérieure de l’Union européenne est censément placée sous le signe du multilatéralisme efficace, un engagement à coopérer avec d’autres acteurs multilatéraux et à les renforcer. L’étude de l’articulation entre la Politique de sécurité et de défense commune de l’ue et les organisations qui sont identifiées comme ses partenaires dans la gestion des crises internationales montre cependant que les dynamiques institutionnelles sont beaucoup plus ambiguës. Cette ambiguïté marque tant la culture stratégique de l’ue concernant l’emploi de la force dans son action extérieure que les communautés de pratique formées par du personnel des organisations ou de leurs membres.

Abstract
The European Union’s external action is supposed to be inspired by effective multilateralism, a commitment to cooperate with other multilateral actors and to strengthen them. A study of the eu’s Common Security and Defence Policy’s articulation with those organisations that are identified as its partners for international crisis management shows however the institutional dynamics to be much more ambiguous. This ambiguity appears in both the eu’s strategic culture concerning the use of force in its external action, and the communities of practice formed by personnel from the organisations or their members.

Resumen
La acción exterior de la Unión Europea aparentemente está regida por los principios de multilateralismo eficaz y de cooperación con otros actores multilaterales en aras del fortalecimiento de éstos. Sin embargo, el estudio de la articulación entre la Política Común de Seguridad y Defensa de la UE y las organizaciones con las que ésta colabora en la gestión de crisis internacionales demuestra que las dinámicas institucionales son mucho menos claras. Esta ambigüedad se hace sentir tanto en la cultura estratégica de la UE hacia el uso de la fuerza como en las comunidades de práctica formadas por profesionales provenientes directamente de las organizaciones o de sus países miembros.
