Résumé
Depuis près de 20 ans, plusieurs chercheurs et intervenants du monde municipal suggèrent que la culture est un moteur du développement économique local. Récemment, la stratégie de ville créative a fait couler beaucoup d’encre, mais elle a aussi suscité l’intérêt auprès des acteurs du monde municipal. Cet article a pour objectif de mettre en relief les conséquences de la mise en oeuvre de cette stratégie de développement. Le cas de Sudbury (Ontario) sert d’illustration à notre analyse des modes de dissémination, de légitimation et de popularisation de cette stratégie au-delà des grands centres urbains.

Abstract
For almost 20 years, several researchers and stakeholders of the municipal world suggest that culture is an engine of local economic development. Recently, the strategy of the creative city was debated, but nonetheless, it has also attracted interest from local players. This article aims to highlight the consequences of the implementation of this strategy. The case of Sudbury (Ontario) serves to illustrate our analysis of patterns of spread, legitimization and popularization of this strategy beyond large urban centers.
