Le rôle des acteurs politiques dans la mise en sens de l’action publique : le cas du transport urbain à Québec The Role of Political Actors in Orienting Public Action: the Case of Urban Transportation in Quebec City

Résumé

La production des politiques publiques implique un nombre varié d’acteurs et donne souvent lieu à des débats polémiques à forte teneur idéologique. À Québec, les débats récents entourant les problèmes de congestion routière, lesquels ont été au centre de la campagne électorale municipale de novembre 2017, ont mis en lumière deux conceptions opposées du transport urbain : le renforcement des transports collectifs par l’implantation d’un tramway, et l’augmentation de la capacité routière par la construction d’un troisième lien routier interrives. Notre analyse montre que les stratégies discursives et argumentatives des acteurs politiques locaux pour impulser et faire triompher leurs solutions opèrent d’autant plus efficacement que ces derniers savent identifier l’ouverture d’une « fenêtre politique » favorable, mobiliser divers types d’appuis et proposer un assemblage entre un problème et une solution qui fasse sens dans un contexte institutionnel, sociopolitique et économique, à la fois habilitant, contraignant et changeant.

Abstract

The production of public policies involves a varied number of actors and often gives rise to polemical debates with a strong ideological content. In Quebec City, recent debates surrounding the problems of road congestion, which were at the centre of the November 2017 municipal election campaign, have highlighted two opposing conceptions of urban transportation: the strengthening of public transit by building a tramway, and the increase in road capacity by building a third inter-river road link. Our analysis shows that the discursive and argumentative strategies used by local political actors to promote and successfully implement their solutions work all the more effectively when they know how to identify the opening of a favourable “political window,” mobilize various types of support, and propose a link between a problem and a solution that makes sense in an institutional, socio-political and economic context that is at once empowering, constraining and changing.
