Résumé
Depuis les années 1960, la classe d’affaires francophone montréalaise a formulé diverses représentations des problèmes de restructuration économique et urbaine auxquels l’agglomération a dû faire face. Elle a aussi imaginé quelques pistes de solution. Partant du postulat que dans l’analyse économique de la ville, le discours et les représentations ont acquis de l’importance, nous examinons les représentations du déclin et de la relance de Montréal véhiculées par les articles publiés dans la presse d’affaires francophone entre janvier 1960 et janvier 2003. Dans un premier temps, six thèmes récurrents sont dégagés : le statut de Montréal à l’intérieur du Québec, le déclin de l’économie montréalaise en regard de celle de Toronto, la gouvernance locale et métropolitaine, le rôle de l’État, l’entrepreneuriat de la classe d’affaires et la contribution de la nouvelle économie à la relance de Montréal. Dans un deuxième temps, nous considérons la portée du discours de la classe d’affaires par rapport aux politiques et programmes gouvernementaux concernant la relance de la métropole.
Abstract
Since the 1960s, Montréal’s French-speaking business class has formulated various representations of the economic and urban structuring problems that this major urban area has had to face. It has also put forward several possible solutions. Starting from the postulate that in the economic analysis of a city, the discourse and representations have taken on a certain importance, this paper examines the representations of Montréal’s decline and recovery as treated in the articles published in the French-language business press between January 1960 and January 2003. To begin with, six recurring themes are noted : the status of Montréal within Québec, the decline of Montréal’s economy in relation to that of Toronto, the local and metropolitan governance, the role of the state, entrepreneurship among the business class, and the contribution of the new economy to the recovery in Montréal. Secondly, the authors consider the scope of the discourse of the business class in relation to government policies and programs geared toward the recovery in Québec’s largest city.
