Résumé
Cette étude vise à mieux comprendre la première entrée et la première sortie en protection de la jeunesse pour les enfants issus des Premières Nations. En collaboration avec des partenaires régionaux, des analyses multivariées effectuées sur des données administratives (2002-2014; n = 3 482) indiquent qu’une première entrée en service était plus fréquente pour les enfants issus des Premières Nations et que ces services duraient plus longtemps que pour les enfants allochtones. Les résultats mettent en lumière des situations de besoins perdurant et auxquelles les services ne semblent pas être en mesure de répondre. Des réflexions liées à la gouvernance et l’autodétermination des Premières Nations sont présentées.

Abstract
This study aims to better understand the first child welfare entry and exit for First Nations children. In collaboration with regional partners, multivariate analyses conducted on administrative data (2002-2014; n = 3 482) showed that a first entry in service was more frequent among First Nations children and that the lengths of service were longer than for non-Indigenous children. The results indicate situations of needs persisting over time and to which the current services do not seem to be able to respond. Reflections regarding First Nations governance and self-determination regarding are presented.
