Résumé
Le libéralisme néoclassique, communément appelé néolibéralisme, est souvent perçu comme le vecteur de l’impérialisme américain dans le monde. Cependant, cet article vient nuancer cette affirmation en proposant que ce courant de pensée est né au sein de la Chicago School of Economics en tant que paradigme original à partir duquel étudier les enjeux critiques aux États-Unis des années 1960 et 1970. En appliquant un cadre d’analyse gramscien à l’analyse de la naissance de la théorie libérale néoclassique, nous revenons sur le contexte sociopolitique et économique de l’époque, caractérisé par une crise hégémonique mettant à mal le complexe État-société et appelant à une refonte du rôle de l’État américain dans le bloc historique. Nous croyons que le libéralisme néoclassique a constitué un élément fondamental de la nouvelle hégémonie nationale en permettant le retrait de l’État de son rôle central de maintien de l’économie et du filet social et en favorisant une approche positiviste et béhavioriste des sciences sociales et des politiques publiques. Finalement, nous terminons notre réflexion par une ouverture favorisant l’approfondissement des recherches sur le sujet du lien entre les courants de pensée et l’organisation du pouvoir dans nos sociétés.
Abstract
Neoclassical Liberalism, commonly known as Neoliberalism, is often conceived as the vector of American imperialism in the world. However, this article intends to refine this statement by suggesting that this body of thought originated from the Chicago School of Economics as a novel paradigm with which to address the critical issues bearing upon the United States in the 1960s and 1970s. By applying a Gramscian analytical framework to the birth of the neoclassical liberal theory, we look back at the sociopolitical and economic context of the time, characterised by a hegemony crisis affecting the State-society complex and calling for a remodeling of the American State’s role in the historic bloc. We believe that Neoclassical Liberalism consisted in a fundamental element of the new national hegemony allowing a retreat of the State from its central role of sustaining the economy and the social safety net by promoting a positivist and behavioral approach to social sciences and policy-making. Lastly, we conclude our inquiry with an opening up of the studies on the subject looking to foster research on the relation between schools of thought and the power structure in our societies.
