Résumé
Afin de promouvoir le développement du tiers-monde dans le contexte de la guerre froide, les Nations Unies favorisent la création de programmes d’assistance technique. L’Organisation internationale du travail (oit) se distingue par sa volonté de lier développement économique et progrès social. Des experts occidentaux sont envoyés en Asie, en Amérique du Sud et en Afrique pour favoriser la croissance économique tandis que de jeunes cadres issus des pays visités reçoivent des bourses pour étudier en Europe. Cet article vise à restituer les circulations d’Africains bénéficiant de bourses de l’oit dans les années 1950 et 1960 et envoyés en France pour explorer le fonctionnement de l’État-providence. L’assistance technique, tout en augmentant la mobilité des jeunes Africains vers l’Europe et en participant à la régionalisation des politiques africaines de sécurité sociale, renforce la position dominante de la France dans son ancien empire.

Abstract
In order to promote the development of the Third World in the context of the Cold War, the United Nations promoted the creation of technical assistance programmes. The International Labour Organization (ilo) is distinguished by its desire to link economic development and social progress. While Western experts are sent to Asia, South America and Africa to promote economic growth, young professionals from the countries visited receive scholarships to study in Europe. This article aims to reconstruct the movements of Africans who received ilo scholarships in the 1950s and 1960s and were sent to France to explore the functioning of the welfare state. Technical assistance, while increasing the mobility of young Africans towards Europe and participating in the regionalisation of African social security policies, reinforced France’s dominant position in its former empire.
