Résumé
L’adoption de la Convention des Nations Unies portant sur la conservation et l’utilisation durable de la biodiversité marine au-delà des juridictions nationales (BBNJ) (dit « traité de la haute mer ») est le produit de près de vingt années de négociations internationales. Dans un contexte international où les États d’Amérique Latine et Caraïbes (ALC) sont traditionnellement présentés comme occupant une position périphérique, cet article examine l’influence des États ALC dans le processus d’élaboration normative touchant à la régulation de la haute mer. Pour ce faire, une analyse qualitative ayant recours au process-tracing est appliquée à la période 2008-2022 et nourrie par une diversité de sources (sites onusiens, entretiens semi-directifs, projets de recherche, littérature grise). Cet article se positionne ainsi au croisement de deux débats : le premier, portant sur les États ALC dans les négociations internationales environnementales et océaniques ; le second, relatif à la place de l’ALC dans l’élaboration des normes globales.

Abstract
The adoption of the United Nations Convention on the Conservation and Sustainable Use of Marine Biodiversity beyond National Jurisdiction (BBNJ) (known as the “High Seas Treaty”) is the product of almost twenty years of international negotiations. In an international context where Latin American and Caribbean (LAC) states are traditionally presented as occupying a peripheral position, this article examines the influence of LAC states in the normative development process affecting the regulation of the high seas. To this end, a qualitative analysis using process-tracing is applied to the period 2008-2022, drawing on a variety of sources (UN sites, semi-structured interviews, research projects, grey literature). The article is thus positioned at the crossroads of two debates: the first, on LAC States in international environmental and oceanic negotiations ; the second, on the place of LAC in the development of global standards.
