Résumé
La présente étude tente de montrer que la médiation est mieux comprise et ses chances de succès mieux évaluées si l’analyse conçoit le conflit selon un rapport de codétermination entre la structure des rapports de forces et l’identité des acteurs. Une telle approche permet de raffiner les enseignements de la théorie de la maturité qu’on trouve dans la littérature sur les négociations. Une fois articulé dans la première partie, ce cadre conceptuel sera mis à profit, d’abord dans la description du conflit syrien, et ensuite dans l’analyse de la médiation entreprise par la Ligue arabe de 2011 à 2012. Ainsi, il sera possible de comprendre que l’échec de cette médiation a partie liée avec le fait que la stratégie de la Ligue était fondée sur une hypothèse de travail étrangère aux termes structurels et identitaires du conflit qu’elle était censée régler.

Abstract
The present contribution attempts to show that mediation is better understood and its chances of success better evaluated if carried out through an approach that conceives conflict according to an analysis of the codetermination of the power structure and the identity of actors. Such an approach would be helpful in refining the theory of maturity found in negotiations literature. As articulated in the first section, this approach will be used in application to the Syrian conflict, and later in an analysis of a mediation undertaken by the Arab League from 2011 to 2012. The main finding is that the failure of this mediation process was partly related to the League’s strategy, based on a working hypothesis which was alien to the structural and identity terms of the conflict.
