Abstracts
Résumé
En affichant une convergence rhétorique avec la Chine en matière de souveraineté et de sécurité dans le cyberespace, la Russie vise à la fois à cimenter sa relation avec la Chine hors des domaines traditionnels de coopération, à entreprendre une « sécurisation » du cyberespace ainsi qu’à afficher le basculement de la puissance hors de l’Occident. L’échelle internationale se révèle incontournable pour appréhender les accords et les divergences de positionnements respectifs de la Chine et de la Russie par rapport aux États-Unis, qui demeurent prééminents dans le cyberespace. Envisagé à la fois comme un domaine et un instrument au service d’objectifs, le cyberespace révèle toutefois, par-delà l’étroitesse de la coopération bilatérale, une asymétrie croissante entre les deux pays, mue par des approches divergentes de l’évolution du système international et par des facteurs économiques propres aux deux pays. Cette asymétrie, défavorable à la Russie, n’empêche pourtant pas ce pays d’approfondir sa coopération cyber avec la Chine.

Abstract
Russia, while showcasing a rhetorical convergence with China in the fields of cyber-sovereignty and cybersecurity, aims at cementing its relationship with China beyond traditional areas of cooperation, undertaking the securitization of cyberspace as well as displaying power shift away from the West. The global level is essential in order to grasp the respective convergences and divergences of China and Russia in relation to the United States, which remain preeminent in cyberspace. Considered both as a domain and an instrument in the service of objectives, cyberspace nevertheless reveals, beyond the narrowness of the bilateral cooperation, a growing asymmetry between the two countries, driven by divergent approaches to the evolution of the international system, and by specific economic factors. This asymmetry, unfavorable to Russia, does not prevent this country from deepening its cyber cooperation with China.
