Résumé
Aux États-Unis, la gestion de la migration mexicaine passe par des moments de sécuritisation des mobilités, nichés dans des controverses techniques, partisanes, fédérales et citoyennes. L’article interroge l’opportunité d’une configuration d’acteurs de l’Arizona de présenter les mobilités transfrontalières comme une menace dont la gestion passerait par l’érection de « barrières ». Il s’interroge sur leur rôle dans la période ante-Trump dans la fixation des débats autour du « Build the wall ». L’analyse présente la centralité que constitue l’outil « barrière » dans leur entreprise de sécuritisation face à des dissensions locales, mais aussi la publicisation du récit pro-barrière via des séquences d’affrontements avec le gouvernement fédéral dans les arènes médiatiques, parlementaires ou judiciaires. Sur le plan théorique, une telle analyse propose de repenser le rapport entre acteurs sécuritisant et public en alliant deux corpus : les théories de la sécuritisation post-Copenhague et la construction des problèmes publics.

Abstract
In the United States, the management of Mexican migration involves moments of securitization related to mobility, and set against a backdrop of technical, partisan, federal, and public controversies. This article asks whether it is expedient for certain Arizona actors to portray cross-border mobilities as a threat to be managed by building “walls.” It questions the role these actors played in the pre-Trump era in setting the terms of the “build the wall” debate. The analysis highlights the central role of the “wall” as a securitization tool for dealing with local opposition, but also the publicization of the pro-wall narrative through a series of confrontations with the federal government in the media, parliamentary, and judicial arenas. On a theoretical level, the analysis calls for a reassessment of the relationship between securitizing actors and the public using two corpora : post-Copenhagen theories of securitization and the construction of public problems.

En Estados Unidos, la gestión de la inmigración mexicana atraviesa momentos de securitización de la movilidad que se ubican en controversias técnicas, partidarias, federales y ciudadanas. El artículo plantea si es oportuno, por parte de algunos actores de Arizona, presentar a las movilidades transfronterizas como una amenaza cuya gestión pasa por la construcción de “barreras”. Reflexiona sobre el papel que tienen en el período previo a Trump en la fijación de los debates en torno al “build the wall”. El análisis presenta la centralidad que constituye la herramienta “barrera” en su emprendimiento de securitización frente a los disensos locales, pero también la difusión del relato pro-barrera a través de secuencias de enfrentamientos con el gobierno federal en el ámbito mediático, parlamentario o judicial. En el plano teórico, dicho análisis propone repensar la relación entre los actores de securitización y el público mediante la combinación de dos corpus : las teorías de la securitización post-Copenhague y la construcción de los problemas públicos.
