Résumé
La tragédie du 11 septembre 2001, dès potron-minet, dans le ciel de New York, de Washington et de la Pennsylvanie, est sans commune mesure, tant par le nombre de morts et de personnes qui ont souffert du crash intentionnel des avions kamikazes, que par l’ampleur des dégâts matériels et économiques, notamment par l’effondrement des deux tours jumelles et des nombreux édifices avoisinants qui furent également détruits ou endommagés. C’est la plus grande catastrophe dans l’histoire de l’assurance et dans l’histoire américaine. Deux mois plus tard, l’auteur tente de faire le point sur les assureurs et réassureurs engagés dans ce méga sinistre et les montants impliqués dans toutes les branches d’assurance : assurance de personnes, accidents du travail, assurance des biens et pertes d’exploitation, assurance aviation et assurance automobile.
Un tel événement n’est pas sans être porteur d’enseignements, dont la nécessité de réexaminer en profondeur les principes d’assurance et de réassurance à la base de la souscription, de la tarification et de la rédaction des grands risques, de revoir aussi les couvertures contre certains risques spéciaux, tels les risques politiques ou terroristes, par des mécanismes traditionnels, financiers ou pools d’assurance.
Abstract
In both their impact and consequences, the scope of the early morning tragedies which occurred in New York, Washington and Pennsylvania on 11 September is as yet immeasurable. No one so far knows the exact number of deaths nor the extent and depth of human suffering caused by the kamikaze crashes into the twin tours of the WTC, nor the real costs of the material and financial fallout from the destruction and damage they wrought at ground zero and its vicinity. The events of 11 September now stand as the greatest catastrophe in the history of the insurance industry and of the United States of America. Two months later, the author examines the situation of the insurers and reinsurers at risk and the amount of insurance payments involved in all classes of insurance : life insurance, worker's compensation insurance, property insurance, business interruption insurance, aviation insurance, automobile insurance.
Such an insurable event highlights the necessity for a fondamental review of the insurance and reinsurance principles underlying the way jumbo risks are subscribed to, rated, and written up; it underscores as well the need to rethink the use of traditional, financial or pooling mechanisms to cover political or terrorist risks.
