Infrastructural Disruption, Entanglement and Change in Northern Manitoba

Abstract

Situated at the junction of boreal forest, Subarctic tundra, and Hudson Bay, the town of Churchill in northern Manitoba is unique for its transport infrastructure. With no road access, this community of 870 people hosts the only deep-water port on the Arctic Ocean connected to the North American rail network. Its airport, a legacy of military presence, supports a growing tourism economy. Churchill exists because of these infrastructures—and has changed alongside them. This entanglement becomes especially visible when infrastructure is disrupted. In 2017, flooding destroyed sections of the Hudson Bay Railway, cutting off land access for eighteen months. The disruption triggered shifts in ownership, control, and governance, resulting in one of the few cases worldwide where Indigenous and northern communities collectively own and manage a major Subarctic transport corridor. Ethnographic fieldwork and future scenario workshops reveal how residents of Churchill engage with infrastructure—living with, adapting to, and reimagining it in everyday life. Infrastructure is approached not only as a technical system but as a site of political, affective, and future-oriented engagement. As such, it offers a powerful lens for understanding broader dynamics of change and continuity in (sub)Arctic regions shaped by climate pressures and colonial legacies.

Résumé

Situé à la jonction de la forêt boréale, de la toundra subarctique et de la baie d’Hudson, la ville de Churchill, dans le nord du Manitoba, est unique en raison de ses infrastructures de transport. Sans accès routier, cette communauté de 870 habitants abrite le seul port en eau profonde de l’océan Arctique relié au réseau ferroviaire nord-américain. Son aéroport, héritage de la présence militaire, soutient une économie touristique en pleine croissance. Churchill existe grâce à ces infrastructures et a évolué avec elles. Cette interdépendance devient particulièrement visible lorsque les infrastructures sont perturbées. En 2017, des inondations ont détruit des sections du chemin de fer de la baie d’Hudson, coupant l’accès terrestre pendant 18 mois. Cette perturbation a entraîné des changements en matière de propriété, de contrôle et de gouvernance, aboutissant à l’un des rares cas au monde où les communautés autochtones et nordiques possèdent et gèrent collectivement un important corridor de transport subarctique. Des travaux ethnographiques sur le terrain et des ateliers sur les scénarios futurs révèlent comment les habitants de Churchill interagissent avec les infrastructures : ils vivent avec elles, s’y adaptent et les réinventent dans leur vie quotidienne. Les infrastructures sont abordées non seulement comme un système technique, mais aussi comme un lieu d’engagement politique, affectif et tourné vers l’avenir. En tant que telles, elles offrent un prisme puissant pour comprendre les dynamiques plus larges de changement et de continuité dans les régions (sub)arctiques façonnées par les pressions climatiques et l’héritage colonial.
