Face à la concurrence, l’enjeu des destinations consiste à se différencier en développant une identité spécifique. La communication touristique joue alors un rôle capital dans la formation de l’image touristique de la destination. Toutefois, la multiplication des campagnes de communication des différentes strates territoriales ainsi que la couverture médiatique des divers événements peuvent brouiller l’image des destinations. Les recherches universitaires dans ce domaine étant peu nombreuses, il importe d’étudier l’efficacité de la communication des différentes strates territoriales envers une destination urbaine sous l’éclairage de la théorie des représentations sociales. À partir d’une comparaison de l’analyse des communications réalisées par la ville, la région et la France et de deux études effectuées dans une ville auprès de touristes français y séjournant ainsi que de résidents, la présente recherche montre les limites de l’efficacité de la communication. Les touristes, bien qu’interrogés à destination, restent sur une image organique et une représentation simple basées sur des stéréotypes, tandis que celles des résidents sont plus complexes. Le développement des marques de destination devient essentiel pour la survie des villes face à la concurrence internationale. Pour se différencier, celles-ci doivent développer leur identité de marque et créer ainsi une bonne image (Chevrier, 2005). La croissance du tourisme urbain est ressentie à la fois par les économies développées et celles en émergence (IPK International, 2016). De ce fait, les villes ne sont plus uniquement perçues comme de simples points d’entrée, d’embarquement ou de transit au cours d’un voyage, mais également comme des attraits (ressources naturelles ou culturelles) et des attractions (mise en valeur appropriée pour le tourisme de ces ressources ; De Grandpré, 2007) des destinations à part entière (European Tourism Association, 2014). Auparavant, les villes faisaient leur promotion en pensant que la création d’attractions touristiques suffirait à attirer les touristes (EUROSTAT, 2008). Cependant, exposées au développement du tourisme, à la multiplication des campagnes de communication des différentes strates territoriales (national, régional et ville), ainsi qu’à la couverture médiatique des différents événements (attentats terroristes, grèves ou émeutes dans certains pays), les images et les représentations des destinations peuvent être brouillées. L’image a une place très importante dans le choix d’une destination, et les différentes sources d’information jouent dans l’esprit des touristes un rôle capital dans la formation de cette image (Gunn, 1979 ; Frochot et Legoherel, 2007 ; Vo Thanh et al. , 2014 ; Kim et Chen, 2016 ; Dubois et al. , 2017). Dès lors, la communication émise par les destinations et les organismes touristiques influe sur la détermination des attitudes et du comportement du voyageur ainsi que dans la formation de l’image touristique d’une destination (Cottet et al. , 2015). Toutefois, même si l’image semble être un bon facteur d’influence, la présente recherche ne se concentre pas sur celle-ci, mais sur les représentations sociales. Les recherches universitaires dans ce domaine étant peu nombreuses, il devient primordial d’étudier l’efficacité de la communication des différents acteurs touristiques par rapport au sens commun relatif à des destinations. En effet, les images, produites par des représentations sociales (Moliner, 1996 ; Tafani et al. , 2009 ), sont spécifiques à un objet donné, alors que ce type de représentation couvre des classes d’objets plus larges (Moliner, 1996). Ces dernières, produites socialement (Moscovici, 1961), sont plus stables dans le temps et moins contextuelles que les images. Elles semblent alors adaptées au tourisme urbain, car une destination urbaine est un objet de perception mais surtout de représentation (Vanolo, 2010).
