Résumé
Le tourisme communautaire a été présenté au Kirghizstan (Asie centrale) comme un moyen de « lutte contre la pauvreté » par les multiples organisations internationales et ONG étrangères implantées dans le pays après l’indépendance. Cet article, basé sur plusieurs expériences de terrain et différentes méthodes d’analyse, met en face à face le « global » et le « local » en confrontant les discours et les objectifs officiels à ce que les acteurs impliqués en font sur le terrain. Il interroge la mise en place et l’appropriation locale d’un programme de développement touristique ayant pour but la réduction de la pauvreté. Il révèle comment l’idée de « lutte contre la pauvreté » est traduite et interprétée pour être, in fine, détournée de son objectif premier. Loin de servir les catégories les plus pauvres, le tourisme communautaire au Kirghizstan renforce le creusement des inégalités.
